In 1996 the Australian National Training Authority (ANTA) funded eleven projects in Queensland. TAFE Queensland, Industry Training Advisory Bodies and private providers received funds to document and disseminate best practice models. A range of models was documented, including strategic training alliances between TAFE and industry, flexible delivery across various industries, and innovation in the delivery of training within Indigenous communities. These eleven models are summarised in this book. Show less

The vocational education and training (VET) sector is currently working towards supporting and implementing a national training framework, which promotes an industry-driven approach to training, and increased responsiveness by training organisations. This framework emphasises training packages which incorporate industry competency standards. Flexible delivery of training initiatives underpins the development of these packages. This resource has been developed in the context of flexibly delivered staff development, and looks at many examples of professional/staff development to help change attitudes or practices. Eight profiles of successful staff development initiatives have been compiled and analysed in some detail in relation to positive outcomes and barriers to implementation, as well as eighteen snapshots of good practice. The purpose of this report is to provide a broad guide to industry views and priorities with regard to the further development of the vocational education and training (VET) system in Australia. It summarises information compiled by national Industry Training Advisory Bodies (ITABs) about key issues, major trends, strategic directions and initiatives, training packages, skills shortages, and emerging VET issues for their industries. The report begins with an overview of national industry VET plans, highlighting major industry trends, including the appearance of an ageing workforce in a number of industries, the impact of technological change on the roles and functions of industries, and changing work practices and industrial issues. It also looks at strategic initiatives, including New Apprenticeships, User Choice, participation by disadvantaged groups, small business, links with training providers, flexible delivery, assessment, language, literacy and numeracy, training packages, skills shortages and the 2000 Olympic Games, that industries will consider in reviewing their training priorities in order to stay competitive in a rapidly changing environment. The report emphasises that major initiatives such as training packages and User Choice will 'offer increased participation in entry level programs and offer flexibility at the enterprise and organisational level, particularly through New Apprenticeship arrangements'. A similar overview is then provided for each industry sector: automotive; building and construction; community services and health; culture and recreation; finance and administration; food; forest and forest products; light manufacturing; manufacturing, engineering and related services; mining; process manufacturing; property services; public administration; rural; telecommunications, postal services, information technology and printing; tourism and hospitality; transport and distribution; utilities; and wholesale retail and personal services.

This article reports on the Frontline Management Initiative (FMI) developed as a strategy to support and enhance the competency of Australian Frontline Management. The development process of the FMI and an FMI Kit to support the implementation of the FMI in enterprise are briefly outlined. The kit was piloted in 5 organisations over a six month period and the issues that arose suggest that enterprises must customise the process of implementation to suit their organisational situation. The article then describes how FMI works, the benefits for organisations, qualifications required by assessors, and competency standards. Show less

In July 1996 Automotive Training Victoria (ATV) was contracted by the Office of Further Education and Training (OTFE) to investigate best practice in the automotive vocational education and training sector. Twelve training sites were identified, and interviews and observation carried out. Key criteria informing the project team's analysis were each site's alignment to the Australian Qualifications Framework (AQF), its ability to encompass the major policy thrusts of the Federal Government's National Training Framework, its ability to service clients training needs adequately, and its capacity for flexibility in the delivery of training and assessment. This publication is a selection of the four current training environments ATV believes have taken the most noteworthy steps toward the integration of on and off the job assessment, showing 'better practice' through elements of their training and assessment delivery.
