Today, Australia holds a position of strength in the global economy. This has been achieved through embracing change, robust growth and a focus on productivity improvements. Vocational education and training has made an important contribution by increasing the skills of Australian workers, which has delivered higher productivity and more innovative work practices. As in many countries a number of changes are also evident in Australia: the developing knowledge-based economy and the growing services sector. The impact of these changes is causing a sea change in skill requirements for Australian industry, as demand for traditional skills in some industries is now being overshadowed by demand for skills to create, organise and apply knowledge and to work with others to do so. The borders of occupations are blurring with the diffusion of technology across industries. Application of new technology impacts on the shelf-life of skills, necessitating accelerated skills development. The other long-standing trend - that of part-time exceeding full-time job gains - is also expected to continue. To ensure that Australia's workforce is at the cutting edge of these developments, the Government, through the ANTA [Australian National Training Authority] Board, needs strong and robust advice from industry about its future skill needs. In 2003 the ANTA Board took two initiatives to strengthen the advice from industry - the launching of a National Industry Skills Forum of industry leaders and the creation of 10 new Industry Skills Councils. The ANTA Board wants to work in partnership with businesses to meet the demand for skills in traditional and emerging industries. The Allen Consulting Group was commissioned by the Australian National Training Authority (ANTA) to undertake a review of the ANTA VET in Schools initiative to assess the program's effectiveness in expanding VET in Schools and to inform further policy advice on VET in Schools with regard to program development. This review was based on an Evaluation Framework that outlined the processes underlying the assessment of the program relevant to its objectives. Findings from the review indicated that the outcomes envisaged for the program had not been fully achieved and some basic measurement issues needed addressing before final assessments could be made. A range of quality issues appeared to exist which needed to be resolved before it could be said that the program had brought about a full transition and delivered its full potential value. The report is structured as follows: the first chapter provides an introduction and the background to the program; chapter two describes the current status of the program and examines key activity trends over its three year history; chapter three examines the value delivered by the program; chapter four assesses its future sustainability; and the final chapter outlines the key areas that could be the basis for building conditions into the redesign of the guidelines in order to complete the transition and to ensure longer term sustainability of the program. In this article, ANTA writes that this is a vital period for the development of a high quality, client focussed vocational education and training system that will provide Australia with a highly skilled and flexible labour force for the future. We need to be clear that our efforts toward creating an improved training market are about introducing competition on the supply side of vocational education and training. The result of this market will be three outcomes: (1) a framework for qualifications, standards and assessment; (2) an opportunity for the broader range of quality formal vocational education and training to be recognised; (3) the introduction of competition and the associated cost and service benefits.

The Shared Technology website supports a research project into how new technology will affect the provision of training in the vocational education and training (VET) sector. The project has been funded by the Australian National Training Authority (ANTA) through the ElectroComms and EnergyUtilities Qualifications Standards Body Australia. The project aims to inform industry and VET administrators about the range of emerging technologies that are likely to be shared across the automotive, building and construction, engineering, electrical, electronics, information technology and telecommunications industries. The purpose is to make sure that enough information is received in order to plan for training in these areas to meet future skill requirements. This project uses data collected from individual interviews with industry representatives, written submissions and reports from the industries themselves.The website is designed to provide students, trainers and others with some of the data that the research is uncovering. It will be regularly updated to provide interested individuals with information on the progress of the project.

A number of documents emerging from the project are available on the website: (1) the research report from the project, 'Shared technology: a roadmap for traditional and emerging industries to 2008' (available in VOCEDplus at TD/ANTA 75.04); (2) a conference paper, 'Shifting industry borders: the demand for future skills in industries using new and shared technology', which was presented at the National Industry Skills Forum by the Chief Executive of the Australian Electrical and Electronics Manufacturers' Association, which presents an overview and elaboration of the findings of the research report (available in VOCEDplus at TD/ANTA 76.15); and (3) 'Issues paper for research into institutional pathways outcomes against technology based National Training Packages, which sets out the background for the project and is available in VOCEDplus at TD/ANTA 76.16. The national strategy for people with a disability in vocational education and training (VET) aims to create a VET system that employs leading best practice in achieving equitable outcomes for people with a disability in Australia. This achievement will be built on partnerships involving those with disabilities, training providers, industry, and policy makers and planners. The strategy’s four key aims are to increase access to VET for people with a disability, to improve successful participation and attainment, to achieve outcomes in employment and lifelong learning to enable people with a disability to make a greater contribution to the economic and social life of the community, and to create an accountable system that ensures equitable outcomes for those with a disability. This document outlines the current context for people with a disability in Australia and highlights the challenges for VET. It then describes the four goals of the strategy, the current situation and the action required to achieve the objectives within each goal. The appendices contain a glossary of terms and acronyms, calculations of the current situation and estimates of opportunity costs.

Framing the Future is a major national staff development initiative, funded through the Australian National Training Authority (ANTA), with the primary objective of providing a structure for people in the vocational education and training (VET) sector to develop the skills and knowledge needed to implement the National Training Framework (NTF). The focus of this project report is: 'How the introduction of the National Training Framework will impact on VET courses currently being delivered to Aboriginal students and to students at risk of leaving school early.' It looks at the characteristics of students at risk, case studies, access and success, what can be done, relationship of case studies to the National Training Framework, and concludes with four recommendations. This report is the first edition of an annual report to be produced as part of the Australian National Training Authority's (ANTA's) drive to keep training in touch with the economy's skill needs. The aim is to provide a report to Ministers which: gives a general overview of the state of play of industry skill needs; outlines the drivers of industry demand for skills so as to anticipate future skill needs; and identifies the priority areas that need to be addressed at a national or policy level to ensure future industry skill needs are met. The focus of this first report is on the drivers of industry demand for skills and it is based on an analysis of the strategic industry VET [vocational education and training] plans submitted earlier this year by the Industry Training Advisory Bodies (ITABs). One of the key messages in this report is that skill needs vary from time to time, and by understanding what drives industry skill needs, attempts can be made to anticipate trends, change policy, or intervene ahead of time to minimise skill shortages in the future.
