This first action plan is a companion document to the Australian national vocational education and training (VET) strategy for 2004-2010 (indexed at TD/LMR 85.685). It identifies actions that the Australian, state and territory governments and the Australian National Training Authority (ANTA) will take, in partnership with industry, providers and other stakeholders, to turn strategy into action. Six national priority actions for 2004 and 2005 across the four objectives and 12 strategies of Shaping our Future have been identified by the Ministers. They are: generate strategies to enable VET to respond to emerging skill needs for the future world of work; implement agreed ANTA Ministerial Council recommendations from the high level review of training packages to improve training packages for industry, individuals and providers and strengthen teaching and learning outcomes; build a strong empirical and evidence base on which to develop options for Ministers on the future resourcing of VET; develop and implement a strategic plan to respond to emerging skill needs of the mature age workforce and Australia’s ageing population; conduct targeted research to complement and strengthen regional and community development initiatives occurring across Australia; and increase training opportunities leading to sustainable employment for Indigenous Australians. This action plan will be updated during the life of the national strategy to take account of progress and to maintain its currency and relevance. Show less

In this article, ANTA writes that this is a vital period for the development of a high quality, client focussed vocational education and training system that will provide Australia with a highly skilled and flexible labour force for the future. We need to be clear that our efforts toward creating an improved training market are about introducing competition on the supply side of vocational education and training. The result of this market will be three outcomes: (1) a framework for qualifications, standards and assessment; (2) an opportunity for the broader range of quality formal vocational education and training to be recognised; (3) the introduction of competition and the associated cost and service benefits.

The article discusses changes that will be needed to the vocational education and training system for these three outcomes to occur. Show less

The key objective of the Australian Quality Training Framework (AQTF), developed by the National Training Quality Council (NTQC) of the Australian National Training Authority (ANTA) board in conjunction with the states and territories in 2001, was to provide the basis for a nationally consistent, high quality vocational education and training (VET) system. There are two sets of standards under the AQTF: standards for registered training organisations (RTOs); and standards for state and territory registering/course accrediting bodies. These standards were reviewed in 2004. This booklet explains what the AQTF is, the principle of national recognition, why training organisations should become registered and how they can become registered, the scope of registration, audits, partnership option, use of the nationally recognised training logo, additional requirements for delivery to overseas students, and what the standards for state and territory registering/course accrediting bodies cover.

The key objective of the Australian Quality Training Framework (AQTF), developed by the National Training Quality Council (NTQC) of the Australian National Training Authority (ANTA) board in conjunction with the states and territories in 2001, was to provide the basis for a nationally consistent, high quality vocational education and training (VET) system. There are two sets of standards under the AQTF: standards for registered training organisations (RTOs); and standards for state and territory registering/course accrediting bodies. These standards were reviewed in 2004 and this document contains the 28 revised standards that state and territory registering/course accrediting bodies must follow for: evaluating training organisations to ensure they meet, and continue to meet, the standards for RTOs; registration of training organisations; accreditation of courses; and national recognition.

The second National Industry Skills Forum, an initiative of the Australian National Training Authority (ANTA) Board, was held on April 15, 2004, bringing together Australia’s employment and business leaders to discuss with the ANTA Board and Chairs of State Training Boards, the workforce skills base required for internationally competitive companies and enterprises. This document contains summaries of presentations by three panellists: Paul Kelly, Bernard Salt and Alan Oxley. It also provides information from an open discussion session that focused on improving skills planning to ensure business and industry have access to a highly skilled Australian workforce.

Currently, operators of high-hazard equipment are licensed through a competency-based assessment system based on guidelines declared by the National Occupational Health and Safety Commission (NOHSC). In 2002, NOHSC and the Australian National Training Authority (ANTA) established a Statement of Relationship and, as a result, occupational health and safety (OHS) and training authorities have worked closely to improve the ways in which OHS issues are addressed within the development, review and implementation of national training packages. The Transition Working Group was established jointly by ANTA and NOHSC with key stakeholders to examine options for an agreed OHS/vocational education and training (VET) system ‘one-stop shop’ approach to the training and assessment of plant operators within the VET system. The findings of the Transition Working Group are presented in a two volume draft report indexed at TD/ANTA 75.27 and TD/ANTA 75.28. The purpose of this consultation paper is to obtain stakeholder feedback on the findings of the Transition Working Group. The feedback received will be considered by the Transition Working Group before finalising its recommendations for the consideration of the NOHSC and ANTA. This document is the amended Australian National Training Authority (ANTA) agreement for 2001 to 2004 between the Commonwealth, State and Territory Ministers responsible for vocational education and training (VET). At the heart of the agreement is a commitment by the States, Territories and the Commonwealth, in partnership with industry, to work together to increase the participation of Australians in an integrated national VET system that allows for local diversity. In 1996 the Australian National Training Authority (ANTA) Access and Equity Project Steering Committee conducted national consultations with community, industry, and government stakeholders on strategies to improve equity in vocational education and training to the year 2000 as part of the re-development of the National Strategy for Vocational Education and Training. This paper is a product of the consultations and outlines 10 priorities to the year 2000 and possible strategies. The priorities are: (1) Making training more relevant; (2) Reducing discrimination; (3) Increasing levels of language, literacy and numeracy skills; (4) Improving basic work and life skills; (5) Increasing student and employee support; (6) Improving child care provision for students; (7) Improving flexible delivery; (8) Increasing recognition of prior learning assessments; (9) Eliminating bias in competency standards, curriculum and course requirements; and (10) Improving funding arrangements. Input on the approach identified in this paper is welcomed by ANTA before its presentation at the ANTA National Conference, 3-5 July 1996, in Adelaide. Show less

The national strategy for people with a disability in vocational education and training (VET) aims to create a VET system that employs leading best practice in achieving equitable outcomes for people with a disability in Australia. This achievement will be built on partnerships involving those with disabilities, training providers, industry, and policy makers and planners. The strategy’s four key aims are to increase access to VET for people with a disability, to improve successful participation and attainment, to achieve outcomes in employment and lifelong learning to enable people with a disability to make a greater contribution to the economic and social life of the community, and to create an accountable system that ensures equitable outcomes for those with a disability. This document outlines the current context for people with a disability in Australia and highlights the challenges for VET. It then describes the four goals of the strategy, the current situation and the action required to achieve the objectives within each goal. The appendices contain a glossary of terms and acronyms, calculations of the current situation and estimates of opportunity costs.
