This project investigated the role of VET in Schools (VETiS) for Indigenous students in Australia. Several data sources were consulted, including previous literature on VETiS and Indigenous education, a national survey of students' experiences of postsecondary education and vocational education and training (VET) conducted in 2002, and case study material from interviews with over 280 individuals in 21 schools from diverse settings in all States and Territories. The main aims of the study were to: identify 'good practice' in the provision of VETiS to Indigenous students; identify the factors that constrain the accessibility of VET to Indigenous students; and to make recommendations for increasing access for Indigenous students in VETiS. The case study material generated five key principles that contribute to the successful implementation of VET for Indigenous students. The distinguishing feature of good practice was the ability of schools to combine all five aspects. The key principles are: (1) focus on individual needs; (2) supportive school environment; (3) relevant and engaging curriculum; (4) links with other education and training providers; and (5) community links and partnerships. Several factors constraining the effective delivery of VET to Indigenous students were also revealed by the case study material. These included: systemic constraints; school-based barriers; experience as an Indigenous student; and community and locational barriers. In conclusion, the study provided a national perspective on the role of VETiS for Indigenous students. It demonstrated that VET had four key roles for these students: engaging them with meaningful, 'hands-on' learning; enhancing school retention; providing needed workplace experience; and facilitating the transition to post-school employment and training. The report makes a number of recommendations for improving VETiS provision and accessibility for Indigenous students. Show less

The objectives of this project were: to identify and evaluate alternative units of funding of student contact hours for flexible delivery; to define and develop cost elements and cost drivers appropriate to flexible delivery; and to test and measure flexible delivery-based cost elements and drivers. This report presents evidence of resourcing (cost) differentials for different flexible delivery patterns. A case study approach involving six TAFE institutes across South Australia, Tasmania, New South Wales and the Australian Capital Territory was used. Findings of the report are summarised. Show less

This industry discussion paper discusses the extent to which the Australian education and training system has responded to the changing needs of the wholesale and retail industry group. The paper summarises the results of one of a series of industry case studies conducted by Performance Management for ANTA. The aim of the Assessor Networks in Action project, conducted in 2003 by the Australian National Training Authority (ANTA) with funding from the Department of Education, Science and Training (DEST) was to demonstrate the effectiveness of industry-focused assessor networks for improving the consistency of assessment, and for building stakeholder confidence in assessment outcomes. This publication provides an overview of assessor networks and information necessary for starting up and maintaining a network. It contains: a summary report outlining the objectives, activities, outcomes and recommendations from the Assessor Networks in Action project; a good practice guide for establishing and maintaining assessor networks; eight information sheets giving tips on establishing and maintaining networks with industry participation; nine case studies, representing three industry areas (community services and health, transport and distribution, and electrotechnology), outlining the experiences of the networks participating in the project; a role play exercise giving future facilitators the opportunity to hone their facilitation skills and group management processes; and a resource index identifying further resources to support all aspects of the establishment and operation of assessor networks. This document is one of a suite of publications produced by an Australian National Training Authority (ANTA) funded research project conducted by the Office of Vocational Education and Training (OVET) in the Department of Education, Training and Employment, South Australia. The project, entitled 'How institutions respond to training packages' (indexed at TD/TNC 69.375), was conducted in 2000/2001. It reports on case studies which focus on the transition arrangements from superseded accredited courses and the implications of this for training and assessment arrangements.
The report details the 14 case studies of institutionally based learning in public and private Registered Training Organisations (RTOs) and eight workshops conducted in a number of States and Territories. The research found that two pictures emerged: (1) for many RTOs the transition to training packages has been a positive one; but (2) although employers contacted through the study are supportive of institutionally based learning, some questions remain about whether competence can be attained without employment. One factor that is creating ambiguity is interpreting how competence applies in practical terms to learning and assessment for institutionally based learners.

The vocational education and training (VET) sector is currently working towards supporting and implementing a national training framework, which promotes an industry-driven approach to training, and increased responsiveness by training organisations. This framework emphasises training packages which incorporate industry competency standards. Flexible delivery of training initiatives underpins the development of these packages. This resource has been developed in the context of flexibly delivered staff development, and looks at many examples of professional/staff development to help change attitudes or practices. Eight profiles of successful staff development initiatives have been compiled and analysed in some detail in relation to positive outcomes and barriers to implementation, as well as eighteen snapshots of good practice. This report analyses the interaction of a state industrial relations system and vocational training practice in selected workplaces focusing on women’s training issues in enterprise bargaining. It is based on an analysis of the training arrangements in five organisations in New South Wales (NSW) complemented by an aggregate analysis of training provisions in NSW agreements registered until October 1995. This research highlights the difficult task facing women seeking to improve their vocational education and training (VET) prospects and indicates that women have historically been denied adequate recognition of their skills and have relatively less access than men to the available training resources. Case studies were conducted in five sectors (health and community services, retail, manufacturing, hospitality, and education) and recommendations offered. Show less
