This report provides an overview of the entire Australian workforce based on the methodology used in the American study titled 'Education for what? the new office economy' by Anthony P. Carnevale and Stephen J Rose (an executive summary of this study may be found at TD/INT 54.13). Data from five Australian censuses (1976, 1981, 1986, 1991, and 1996) have been analysed to provide a time series profile of the Australian workforce, focusing on types of functions instead of just where people work or what occupation they have. The project report reveals relationships between what people do, how much they earn, and how educated they are.
Section 1 details the rationale behind the functional approach taken to analyse economic activities and the workforce. An overview is provided of the trends on the total workforce for the past twenty years, and presents findings on employment share, and the education and earnings of workers in the various function groups.
Section 2 explains the job level analysis (elite, good, and less-skilled) in greater detail and presents findings on employment share, education and earnings in terms of these categories.

As the research evolved, the findings demonstrated that identifiable skills for innovation are accessible to most of us under the right conditions and can be utilised by all workers in an organisation. This publication provides a comprehensive practical example of how an organisation can use the innovation skills and embed them into processes, products and services. Kangan Batman TAFE Automotive Division volunteered to act as the case study for this publication. The skills identified from the research have been tested with several organisations and are described within the text.

Currently, operators of high-hazard equipment are licensed through a competency-based assessment system based on guidelines declared by the National Occupational Health and Safety Commission (NOHSC). In 2002, NOHSC and the Australian National Training Authority (ANTA) established a Statement of Relationship and, as a result, occupational health and safety (OHS) and training authorities have worked closely to improve the ways in which OHS issues are addressed within the development, review and implementation of national training packages. The Transition Working Group was established jointly by ANTA and NOHSC with key stakeholders to examine options for an agreed OHS/vocational education and training (VET) system ‘one-stop shop’ approach to the training and assessment of plant operators within the VET system. The findings of the Transition Working Group are presented in a two volume draft report indexed at TD/ANTA 75.27 and TD/ANTA 75.28. The purpose of this consultation paper is to obtain stakeholder feedback on the findings of the Transition Working Group. The feedback received will be considered by the Transition Working Group before finalising its recommendations for the consideration of the NOHSC and ANTA. This research project provides evidence that over 70 per cent of Australian vocational education and training (VET) learners lack the dispositional and skill readiness for flexible delivery, including online delivery. The study found that individual VET clients preferred traditional methods of course delivery that are college-based and teacher-directed; possessed low skill levels in computer and Internet-related tasks; and possessed low dispositional readiness for flexible delivery, including online learning. Two assumptions re flexible delivery are challenged: firstly, that flexible delivery is primarily a tool for greater cost efficiency; and, secondly, that flexible delivery and technology are synonymous. This paper also focuses on levels of learner readiness in VET. To be a successful learner requires the learner to possess certain dispositions towards learning, together with a wide range of skills for self-directed learning to take place. Show less

This report brings together the findings of a survey to identify professional development needs associated with implementing training packages. Registered Training Organisations (RTOs), Industry Training Advisory Boards (ITABs) and State and Territory Vocational education and training (VET) regulatory bodies were consulted in September/October 1999. The report is a product of the Australian National Training Authority (ANTA) project Workplace learning: a strategy for the implementation of training packages. The goal of the project is to facilitate effective delivery of training packages in RTOs. The project aims to identify gaps in available professional development offerings, to develop further support strategies where appropriate, and to make recommendations about on-going action to support training package implementation. The project is managed by the Access Educational Services Division (ESD), TAFE NSW. A national advisory group has been established with representation from national ITABs, as well as public and private training organisations to provide the project with external consultation and guidance. The project is focusing on a sample of four training packages: general construction; information technology; metal and engineering; and tourism. These training packages provide a sample that encompasses industries with different histories in using competency standards and national curriculum as well as different training traditions, including apprenticeships. This summary report identifies key professional development needs and preferred strategies for addressing those needs. It also discusses recurrent themes and variations evident across the four training packages. Four training package specific reports were produced. These are included in this report together with contact details. These reports are being distributed for comment and to provide feedback to project participants and other stakeholders. The reports provide: an implementation snapshot, as of October 1999; a brief overview of implementation projects, initiatives and processes used at national, state, and where available and relevant, at provider level; identification of participant general views on professional development needs and preferences; and an overview of other issues raised during consultations due to their impact on the implementation of training packages and the effectiveness of professional development initiatives.
