This research project provides evidence that over 70 per cent of Australian vocational education and training (VET) learners lack the dispositional and skill readiness for flexible delivery, including online delivery. The study found that individual VET clients preferred traditional methods of course delivery that are college-based and teacher-directed; possessed low skill levels in computer and Internet-related tasks; and possessed low dispositional readiness for flexible delivery, including online learning. Two assumptions re flexible delivery are challenged: firstly, that flexible delivery is primarily a tool for greater cost efficiency; and, secondly, that flexible delivery and technology are synonymous. This paper also focuses on levels of learner readiness in VET. To be a successful learner requires the learner to possess certain dispositions towards learning, together with a wide range of skills for self-directed learning to take place. Show less

This guide contains practical learner-centred teaching and learning strategies that can be used both in the classroom and in the workplace. The strategies will engage learners in actively acquiring and developing skills and knowledge in shared technology applicable to a range of industries. The resource also includes a range of professional development strategies and activities that will assist trainers to fully utilise this resource. The guide outlines how technology is changing work. It provides guidance on how to develop teaching and learning approaches that allow shared technology skills and knowledge to be incorporated into nationally recognised qualifications. A range of learning activities will give learners an overview of both technology and applications. The experiential and problem-based nature of the activities will develop in learners an ability to continue to learn and adapt as the technology changes. Show less

The purpose of this report is to provide a broad guide to industry views and priorities with regard to the further development of the vocational education and training (VET) system in Australia. It summarises information compiled by national Industry Training Advisory Bodies (ITABs) about key issues, major trends, strategic directions and initiatives, training packages, skills shortages, and emerging VET issues for their industries. The report begins with an overview of national industry VET plans, highlighting major industry trends, including the appearance of an ageing workforce in a number of industries, the impact of technological change on the roles and functions of industries, and changing work practices and industrial issues. It also looks at strategic initiatives, including New Apprenticeships, User Choice, participation by disadvantaged groups, small business, links with training providers, flexible delivery, assessment, language, literacy and numeracy, training packages, skills shortages and the 2000 Olympic Games, that industries will consider in reviewing their training priorities in order to stay competitive in a rapidly changing environment. The report emphasises that major initiatives such as training packages and User Choice will 'offer increased participation in entry level programs and offer flexibility at the enterprise and organisational level, particularly through New Apprenticeship arrangements'. A similar overview is then provided for each industry sector: automotive; building and construction; community services and health; culture and recreation; finance and administration; food; forest and forest products; light manufacturing; manufacturing, engineering and related services; mining; process manufacturing; property services; public administration; rural; telecommunications, postal services, information technology and printing; tourism and hospitality; transport and distribution; utilities; and wholesale retail and personal services.

This report documents phase one of a three phase project auspiced by the Equity Standards Branch of the Tasmanian Department of Education and funded by the Australian National Training Authority. The report aims to: Identify ways in which information technology can address the needs, interests, issues and concerns of women working and studying in non traditional and emerging occupations; Investigate how information technologies ( including websites, email discussion groups, chat lines and bulletin boards) currently assist women to advance in non-traditional and emerging occupations; and to Make recommendations on the content and design of the website which will address continuing issues of concern to women. This report brings together the findings of a survey to identify professional development needs associated with implementing training packages. Registered Training Organisations (RTOs), Industry Training Advisory Boards (ITABs) and State and Territory Vocational education and training (VET) regulatory bodies were consulted in September/October 1999. The report is a product of the Australian National Training Authority (ANTA) project Workplace learning: a strategy for the implementation of training packages. The goal of the project is to facilitate effective delivery of training packages in RTOs. The project aims to identify gaps in available professional development offerings, to develop further support strategies where appropriate, and to make recommendations about on-going action to support training package implementation. The project is managed by the Access Educational Services Division (ESD), TAFE NSW. A national advisory group has been established with representation from national ITABs, as well as public and private training organisations to provide the project with external consultation and guidance. The project is focusing on a sample of four training packages: general construction; information technology; metal and engineering; and tourism. These training packages provide a sample that encompasses industries with different histories in using competency standards and national curriculum as well as different training traditions, including apprenticeships. This summary report identifies key professional development needs and preferred strategies for addressing those needs. It also discusses recurrent themes and variations evident across the four training packages. Four training package specific reports were produced. These are included in this report together with contact details. These reports are being distributed for comment and to provide feedback to project participants and other stakeholders. The reports provide: an implementation snapshot, as of October 1999; a brief overview of implementation projects, initiatives and processes used at national, state, and where available and relevant, at provider level; identification of participant general views on professional development needs and preferences; and an overview of other issues raised during consultations due to their impact on the implementation of training packages and the effectiveness of professional development initiatives.

This document is designed to assist registered training organisations (RTOs), or organisations wishing to become RTOs, in accessing information relating to the standards of the Australian Quality Training Framework (AQTF). The document provides references and links to examples and information relating to standards for RTOs, and can be used by organisations as part of a continuous improvement process. It is recommended that the web directory be used alongside the ‘Standards for Registered Training Organisations’ and the ‘Evidence Guide for Registered Training Organisations and Auditors’. The document is divided into 11 parts, with each one dedicated to a particular standard, with references and links provided which relate specifically to each. Show less

Its objective is to establish a vision for how IT should be used to enable ANTA to achieve its business objectives. The Shared Technology website supports a research project into how new technology will affect the provision of training in the vocational education and training (VET) sector. The project has been funded by the Australian National Training Authority (ANTA) through the ElectroComms and EnergyUtilities Qualifications Standards Body Australia. The project aims to inform industry and VET administrators about the range of emerging technologies that are likely to be shared across the automotive, building and construction, engineering, electrical, electronics, information technology and telecommunications industries. The purpose is to make sure that enough information is received in order to plan for training in these areas to meet future skill requirements. This project uses data collected from individual interviews with industry representatives, written submissions and reports from the industries themselves.The website is designed to provide students, trainers and others with some of the data that the research is uncovering. It will be regularly updated to provide interested individuals with information on the progress of the project.

A number of documents emerging from the project are available on the website: (1) the research report from the project, 'Shared technology: a roadmap for traditional and emerging industries to 2008' (available in VOCEDplus at TD/ANTA 75.04); (2) a conference paper, 'Shifting industry borders: the demand for future skills in industries using new and shared technology', which was presented at the National Industry Skills Forum by the Chief Executive of the Australian Electrical and Electronics Manufacturers' Association, which presents an overview and elaboration of the findings of the research report (available in VOCEDplus at TD/ANTA 76.15); and (3) 'Issues paper for research into institutional pathways outcomes against technology based National Training Packages, which sets out the background for the project and is available in VOCEDplus at TD/ANTA 76.16. This review was designed as an initial phase to inform the parameters and direction of possible frameworks or models in staff capability towards flexible learning services using technologies. The study was conducted over two weeks, from 22 May to 1 June 2000, and was designed to find out what, if any, frameworks, models or approaches currently exist for reviewing staff capability towards flexible learning and the use of technologies to achieve business objectives.

The study includes the following findings: (1) a Staff Capability Review Framework involves an initial assessment phase that informs change management planning; (2) whilst many useful frameworks or models have been developed, evidence of a fully integrated, clearly articulated system that reviews both individual and organisational capability in flexible learning using technologies is difficult to find; (3) a wealth of characteristics derived from all sources was identified, which could be drawn upon to develop a conceptual framework; (4) some detailed, useful models with extensive inventories in relation to staff competency and capability in the use of technology for flexible learning were located in the project. The best examples were found in publicly funded education and training systems. TAFE SA is perhaps the most advanced in integrating all levels, macro and micro, of capability review in relation to online education. This model could provide the basis for a systemic and individual capability review framework for staff in vocational education and training (VET); (5) the application of a change management model (Concerns-Based Adoption Model, CBAM) to staff development in relation to flexible learning using technologies proved to be effective; and (6) the case study examples from the Staff Capability Review Network workshop/focus group and the telephone interviews show strong adoption of exemplar models of organisational change management. Staff competency and capability were incorporated into the review mechanisms and link the results to training and development.

The report 'Shared technology: a roadmap for traditional and emerging industries to 2008' (indexed at TD/ANTA 75.04), published by the Australian National Training Authority in June 2003, identified the new, common technology that will be used in a number of key industries over the next five years. This document begins with a scenario using a fictional character to show how technology that exists now will affect the way we live and work in the near future. It then outlines how these technological changes affect workers, skills and training, using information from the 'Shared technology' project. It concludes with two questions for consideration: What challenges do we face in developing skills across industries that are sharing technology but using different work models? How can industry and vocational education and training agencies better collaborate so that skills keep pace with new and shared technology?
