The national strategy for people with a disability in vocational education and training (VET) aims to create a VET system that employs leading best practice in achieving equitable outcomes for people with a disability in Australia. This achievement will be built on partnerships involving those with disabilities, training providers, industry, and policy makers and planners. The strategy’s four key aims are to increase access to VET for people with a disability, to improve successful participation and attainment, to achieve outcomes in employment and lifelong learning to enable people with a disability to make a greater contribution to the economic and social life of the community, and to create an accountable system that ensures equitable outcomes for those with a disability. This document outlines the current context for people with a disability in Australia and highlights the challenges for VET. It then describes the four goals of the strategy, the current situation and the action required to achieve the objectives within each goal. The appendices contain a glossary of terms and acronyms, calculations of the current situation and estimates of opportunity costs.

'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with establishing a coherent policy approach to the relative contribution of individuals, industry and government to the costs of VET. The report looks at the key issues associated with the funding and financing of VET, and at the role played by government, employers and individuals.

In July 1992, the Commonwealth, State and Territory heads of governments agreed to establish a national system for vocational education and training (VET). This system came into full effect in January 1994, with the establishment of the Australian National Training Authority (ANTA). This is the first annual national report. It comprises two volumes: volume one provides an overview of the system and highlights the national achievements during 1994; and volume two contains chapters from each State and Territory and the Commonwealth that outline their achievements against the national priorities. However, in terms of the foundations needed for change, the strategy has begun to make a discernible impact.

The article notes that it is one of the success stories of Australia's national training system. But this growth has also been accompanied by debate about varying quality of VET in Schools and a need to encourage further diversity and innovation in VET in Schools programs. In August 1999, 'Flexible learning for the information economy: a framework for national collaboration in vocational education and training 2000-2004' was endorsed. The framework has been developed by the Education Network Australia Vocational Education and Training Advisory Group (EdNA VET Advisory Group or EVAG) and represents a strategic plan for the five-year National Project allocation for Flexible Learning. It is designed to support accelerated take-up of flexible learning modes and to position Australian VET as a world leader in the application of new technologies to vocational education products and services. This publication is the first annual plan in a five-year funding cycle to support the implementation of the framework.
The Framework has been rebadged as the Australian Flexible Learning Framework for the National Vocational Education and Training System 2000-2004. The Framework is indexed at TD/TNC 61.92 and the 2001 and 2002 strategies are indexed at TD/ANTA 69.19 and TD/TNC 69.667. Show less
