The purpose of the paper is to provide industry stakeholders with a summary of the key findings from the recent industry intelligence gathering activities overseen by the Water Industry Reference Committee (IRC). The key findings will be used by the IRC in the development of the Water IRC Skills Forecast and Proposed Schedule of Work for the NWP National Water Training Package.

The Water industry in Australia has an estimated annual revenue of $22.71 billion, adding $13.06 billion to the Australian economy in 2015-16. The industry employs over 31,000 people across its sub-sectors: water supply, sewerage, drainage services and pipeline transport (water). The [Industry Reference Committee] IRC skills forecasts focus on the prioritisation of the skill needs of the industry sectors each IRC has responsibility for. They are developed and reviewed annually and submitted on behalf of the IRC to the Australian Industry and Skills Committee (AISC) for approval. The document is deliberately brief, it does not seek to capture every issue within every sector. It is a snapshot of a continually evolving story that is intended to alert and inform a wide audience and enhance their capacity to act and includes: Industry Overview - information on the overall value and contribution to the Australian economy, including current challenges and opportunities; Employment - information on skills shortages, workforce supply side challenges and opportunities, and key workforce data; Skills Outlook - national and international trends, priority skills for industry and other skills related insights; and Proposed Schedule of Work - draws on the information in the earlier sections to clearly articulate the IRCs priorities for training package review and development across the four-year period on a year by year basis.

The Aviation industry underpins Australian business and tourism and employs more than 93,000 people across its five main subsectors: Domestic commercial aviation, international commercial aviation, general aviation, air-freight transport and aviation support infrastructure. The Aviation Industry Reference Committee has assigned responsibility for the AVI Aviation Training Package. The AVI Aviation Training Package provides the only nationally recognised vocational education and training (VET) qualifications for occupations involved in aerodrome operations, airport safety, ground operations, cargo services, customer service, transport security protection, aviation search and rescue, management and supervision, air traffic control, flight operations (pilots – aeroplane, helicopter, commercial, military, remote and pilot in command) and flight instruction. The key drivers for the 2019-20 proposed schedule of work include: emerging aviation technology-based solutions; ongoing Australian aviation safety regulatory changes and cyber security threats; and 3D computed tomography (CT) scanning development.

The key findings will be used by the IRC in the development of the Gas IRC Skills Forecast and Proposed Schedule of Work for the UEG11 Gas Industry Training Package.

The Gas Supply, Transmission, Distribution and Gaseous Fuels industry is divided into four sectors: LPG bottling and storage, retailers that buy and sell gas, transmission operators that transport gas from production facilities to the entry point of the distribution network, and distributors that operate the networks that carry gas to the end user. The industry is forecast to generate $4.19 billion for the Australian economy through FY 2017-18 and employs more than 13,000 people with forecast employment growth at 2.5 per cent over the next five years, resulting in steady demand for a skilled workforce. Future workforce requirements include the need to upskill the existing workforce to keep up with the demands of changing technology entering the market. The Gas Supply, Transmission, Distribution and Gaseous Fuels industry will be referenced throughout the document as the Gas Supply industry. The electrotechnology industry includes the design, maintenance, installation and repair for all electrical and electronic equipment. The technology stretches across a number of sectors including mining, manufacturing, information and communications technology (ICT) and communications, construction, renewables, domestic and commercial refrigeration and air-conditioning. The electrical services industry (a subsector within electrotechnology) involves electrical wiring or fittings in buildings and other construction projects, and repair and maintenance of existing electrical equipment and fixtures. The electrotechnology industry is an 87.3 billion dollar revenue industry employing over 340,000 people.

It has an estimated annual revenue of $25.52 billion, adding $10.43 billion to the Australian economy in 2017. The industry employs almost 60,000 people across 977 companies comprising private and public operators, passenger and freight operators, track owners and managers, manufacturers and suppliers that operate in urban, regional, and rural areas of Australia.

The skills forecasts identify the priority skill needs of industry and propose future training package activity. The Australian Industry and Skills Committee (AISC) has changed the annual requirements for industry skills forecasts to a three-year schedule with a brief annual update in the intervening years. This report updates the 2019 skills forecast [available in VOCEDplus at TD/TNC 137.295]. The skills forecast updates for 2020 will be submitted on behalf of the 11 Industry Reference Committees (IRCs) that Australian Industry Standards (AIS) supports to the AISC for approval, focusing only on proposed work for this year. IRCs consult broadly with stakeholders to ensure a whole-of-industry view about the opportunities and challenges for the workforce and the training package review work necessary to meet industry needs. The information is then used to develop the four-year IRC proposed schedule of work.

For 2020-21, the Gas IRC has proposed to review and develop the skills needs of gas technicians undertaking storage and reinjection of gas work; to review and develop the skills needs of gas technicians undertaking storage and reinjection of gas work; and a project to develop new Units of Competency to install, operate, disconnect, and reconnect fixed and portable data logger systems for use by gas technicians.
