The Council of Australian Governments (COAG) commissioned the Steering Committee for the Review of Government Service Provision (SCRGSP) to produce a regular report against key indicators of Indigenous disadvantage, in order to identify indicators demonstrating the impact of program and policy interventions and of relevance to all governments and Indigenous stakeholders. This document is a brief overview of the major report ‘Overcoming Indigenous disadvantage: key indicators 2007: report’, [indexed at TD/ERD 87.231], which documents outcomes for Indigenous people within a framework that has both a vision of what should be for Indigenous people and a strategic focus on key areas that need to be addressed if that longer term vision is to become a reality. The overview provides a summary of the report’s findings, the reporting framework, the headline indicators, and strategic areas for action. Across nearly all indicators in the report, wide gaps remain in outcomes between Indigenous and non-Indigenous Australians. Life expectancy of Indigenous people in Australia is estimated to be around 17 years lower than that for the total Australian population. Indigenous students at all levels of education experience much worse outcomes than non-Indigenous students, despite compulsory education and Indigenous people are significantly over-represented in the criminal justice system, as both victims and offenders. The report also reveals that many Indigenous people have shared in Australia’s recent economic prosperity, recording improved employment outcomes and higher incomes and welcome improvements in some educational and health outcomes for Indigenous children. This is the fourth report in this series (first report released in 2002 indexed at TD/ERD 87.227, second report released in 2005 indexed at TD/ERD 87.229 and third report released in 2007 indexed at TD/ERD 87.231) and it contains information on the current level of disadvantage, and where possible, how that disadvantage has changed over time. It also acts as a driver for positive change by identifying key areas for action. Across virtually all the indicators measuring major social and economic factors in this report, there are wide gaps in outcomes between Indigenous and non-Indigenous Australians. However, the report shows that the challenge is not impossible - in a few areas, the gaps are narrowing. Many indicators show that outcomes are not improving, or are even deteriorating. Overall, Indigenous people have shared in Australia’s economic prosperity of the past decade or so, with improvements in employment, incomes and measures of wealth such as home ownership. But, in almost all cases, outcomes for non-Indigenous people have also improved, meaning the gaps in outcomes persist. The challenge for governments and Indigenous people will be to preserve these gains and close the gaps in a more difficult economic climate.

This compendium of Indigenous data is drawn entirely from information contained in the Report on Government Services (RoGS) 2012. The RoGS has been used by the Australian government: for strategic budget and policy planning, for policy evaluation and to demonstrate government accountability; to assess the resource needs and resource performance of government agencies; and to identify jurisdictions with which to share information on services. The data contained in this compendium focuses on the efficiency and effectiveness of specific areas of service delivery: early childhood, education and training (ECET); justice; emergency management; health; community services; and housing and homelessness. Output indicators are grouped under ‘equity’, ‘effectiveness’ and ‘efficiency’ headings. The ECET chapters of the report are: children’s services; school education; and vocational education and training (VET). The VET chapter reports performance information about the equity, effectiveness and efficiency of government VET in Australia in 2010. It contains the following data items on Indigenous people: VET participation rate; proportion of students who reported as Indigenous; VET participation, by target age group; VET participation in certificate III and above, by target age group; VET participation in diploma and above, by target age group; proportion of graduates who were employed and/or continued on to further study after completing their course; the proportion of graduates employed after completing their course who were unemployed before the course; the proportion of graduates who improved their employment circumstances after completing their course; the proportion of graduates who undertook their course for employment-related reasons and were employed after completing their course, who reported at least one job-related benefit from completing the course; load pass rate; proportion of students who achieve their main reason for doing a VET course; proportion of graduates who were satisfied with the quality of their completed course, by purpose of study; number of qualifications completed; proportion of qualifications completed by qualification level and by target age group; number of units of competency completed; number of modules completed; and qualification equivalents.

Despite cautioning against making comparisons from some data, findings suggest that in the 18 months since the first report, some areas demonstrate improvement but in others there appears to have been no change and, in some respects, circumstances of Indigenous people have deteriorated. Some significant areas of improvement between 1994 and 2002 were indicated in: labour force participation; unemployment; employment; home ownership; postsecondary education participation and attainment, and between 2000 and 2004 in retention rates to Year 12; and achievement in the Year 3 writing benchmark. Weakened outcomes were indicated in victim rates for crime, substantiated child protection notifications, and imprisonment rates for both men and women between 2000 and 2004. These indicators are: life expectancy at birth; rates of disability and/or core activity restriction; Years 10 and 12 retention and attainment; postsecondary education participation and attainment; labour force participation and unemployment; household and individual income; home ownership; suicide and self-harm; substantiated child protection notifications; deaths from homicide and hospitalisations for assault; victim rates for crime; and imprisonment and juvenile detention rates.
