This publication provides an overview of three research study projects.
Study 1: Economic perspectives on [adult and community education] ACE. The first project had two distinct parts. The first surveyed the financial conditions of [New South Wales] NSW ACE providers in 2005. The second part of the study was a cost-benefit analysis of ACE courses. Together with financial data, this analysis is an important perspective on the viability of providers that may inform discussion about the allocation of grants for ACE in NSW.
Study 2: Adaptive ACE organisations: responding to uncertainty. This research recognises that virtually since the inception of the community ownership model in the 1990s, ACE organisations have been continually challenged to adapt to new policy and new market conditions. It was felt that what has been learned about adaptability can be codified and shared, and assist in strengthening the capacity of organisations.
Study 3: Market segmentation in ACE. The Market Segmentation Project explored the application of the National Marketing Strategy framework as a basis for differentiating client groups in ACE - to what extent providers might be targeting clients beyond the passionate learners and the learn-to-earn group that populate many ACE classes. These groups are defined by the barriers to their participation in learning (the almost-there, learning-is-on-hold and make-it-easier groups).
The three research reports offer much to inform both policy and practice. They will be a valuable resource for ACE organisations as they seek to manage an increasingly fluid and uncertain environment. It is clear that in the new environment there will be both new opportunities and resource challenges for NSW ACE providers, as they develop towards greater independence.

In July 2002, the Minister for Education, Science and Training, Brendan Nelson, asked the Standing Committee on Education and Training to inquire into the place of vocational education in schools, its growth and development and its effectiveness in preparing students for post-school options. The terms of reference of the inquiry were to examine: (a) the range, structure, resourcing and delivery of vocational education programs in schools, including teacher training and the impact of vocational education on other programs; (b) the differences between school-based and other vocational education programs and the resulting qualifications, and the pattern of industry acceptance of school-based programs; (c) vocational education in new and emerging industries; and (d) the accessibility and effectiveness of vocational education for Indigenous students.
This paper is the submission made to the inquiry by the New South Wales (NSW) Department of Education and Training (DET) and covers the the NSW approach to VET in schools, specific dimensions of VET delivery in NSW, and policy challenges and emerging issues. Recommendations are made under the headings of: Quality; Resourcing; and Indigenous education and training. Included as appendices are tables on costs of VET in schools in NSW.

This annual report records the activities, operation and achievements of the New South Wales (NSW) Department of Education and Training. The department provides: preschool, primary and secondary school education; VET programs and services; TAFE NSW industry-recognised vocational education and training (VET) qualifications; apprenticeships and traineeships; and adult and community education courses. The annual report details the achievements during the year, highlights areas needing improvement, and provides financial statements. On 3 April 2011 the name of the Department of Education and Training was changed to the Department of Education and Communities as part of the Public Sector Employment and Management (Departments) Order 2011.

The first article in this special report looks at three teachers who have chosen to continue in our classrooms. Russell Hudson has been kept busy by access education. He teaches literacy, numeracy and computer literacy skills in Adult Basic Education classes at TAFE NSW - Southern Sydney Institute as well as conducting literacy, language and communication skills training at a pharmaceutical company under the Workplace English Language and Literacy (WELL) program.
Russell believes that the skills of good teachers are undervalued, that it is essential that teachers make every effort to keep up to date with developments in technology and that good teaching is 90 per cent organisation and preparation.
Trade teacher Robert Neeson draws on 20 years' experience. He teaches full-time Plumbing Trade and Post Trade at the TAFE NSW - Southern Sydney Institute. His main challenge is problem solving with the many changes in deregulation in the building industry as well as culture change issues. Robert feels first hand experience of a trade is important before committing to teaching as well as a passion for teaching and staying at the cutting edge of your professional field.
Karen Brown teaches modern and ancient history in the Certificate in General and Vocational Education (CGVE) as part of the Higher School Certificate and Year 10 equivalent at the TAFE NSW - Southern Sydney Institute. Karen believes that a passion for your subject and students as well as infinite patience and diplomacy are essential attributes for a good teacher. Show less

Fast pace, rapid technological development and intense personal vision are challenges for the TAFE NSW Information Technology, Arts and Media (ITAM) division. A 14.1% growth in enrolments and the highest growth of annual student contact hours portrays a healthy future for the division. It covers a diverse range of program areas including design, fine arts, library services, clothing and footwear as well as information technology and telecommunications. Some of the trends at the ITAM division are the blurring of boundaries between the areas and a merging of skills as well as greater specialisation. Technology training is taken up by a diverse range of individuals who carry their skills across different occupations. The ITAM division collaborates with the Business and Public Administration Division in the collection of information on cross-industry areas such as accounting and information technology (IT) and marketing, design and advertising. The ITAM division is also involved in such programs as the state-wide socio-economic development initiatives of the Board of Vocational Education and Training's (BVET) international computer driving licence (ICDL).
Digital Design, Animation and Effects studies are part of the ITAM division and are offered at the Silicon Graphics Centre campus of TAFE NSW - Sydney Institute. It is the largest educational silicon graphics centre in South East Asia and the first internationally accredited Discreet Training Centre (DTC). It is also the only training centre in Australia with two level three character animation instructors.
The ITAM division has built strong industry links with the world of theatre costumes through their Diploma of Costume. A recent Theatre Costume Showcase displayed the many talents and skills of this year's students' costumes, accessories and research. The department regularly gets called on for assistance when there is a rush on a film or theatre project. Show less

The New England Institute of TAFE sought funding from the Department of Industry, Tourism and Resources program, ‘The National Framework for Excellence in Textiles, Clothing and Footwear Education and Training’ for a project to align the needs of local niche clothing manufacturing enterprises with the desires of a disadvantaged group for employment related training and the opportunity for employment outcomes. The resultant project trained 17 indigenous women and facilitated the development of local clothing manufacturing enterprises with a view to providing ongoing employment opportunities for the training participants. The Business and Public Administration (BPA) Division of TAFE NSW grows with and reflects the wider business economy. While the demand for courses is high, the competition among providers is high too. The Division covers the highly technical areas of accounting and finance, administration and teleservices, human resources, small business, property services, public sector, real estate and conveyancing, retail, logistics and international trade, funeral services and community pharmacy as well as creative areas such as hairdressing and beauty therapy, advertising, marketing and public relations. The success of the Division is due partly to its ability to track and research the business economy, its strong links with industry (both national and international) and being ahead of the trends in the economy. The Division was at the forefront of implementing the Business Services Training Package which covers 35 course areas and the package is now being considered for customisation for industry.
Management forms a large part of the BPA division. TAFE NSW - Sydney Institute has a strong partnership with Power and Water in the Northern Territory with frontline management training. Local teachers are employed by TAFE NSW and a range of workplace learning and assessment strategies such as formal workshops, one-to-one coaching and mentoring are used to suit the varied needs of participants of this diverse organisation.
