This study was undertaken for the Department of Education, Employment and Workplace Relations (DEEWR) by the Australian Council for Educational Research (ACER) during May, June and July of 2010. It focuses on students who study at higher education institutions (HEIs) in regional parts of Australia, with particular attention paid to their characteristics, motivations, experiences and outcomes, both in terms of further study and of employment. The study catalogues a number of existing data sources which can be utilised for research into this population and identifies key gaps in the current collections which inhibit some areas of analysis into students at regional HEIs. Key findings include: (1) students at HEIs in regional parts of Australia are predominantly from surrounding regional areas; (2) students enrolled at regional HEIs are more likely to be female, tend to be older than their metropolitan counterparts, are more likely to care for dependents and are more likely to be Indigenous; (3) students from regional areas who wish to attend HEIs are often prevented from doing so by the costs associated with study, and are highly likely to defer the commencement of their courses for financial reasons; (4) students who complete their studies at regional HEIs tend to remain in regional areas for both further study and employment; and (5) students at regional HEIs in the fields of agriculture and environmental studies, and who undertake further study, are much less likely than metropolitan students to continue in the same field of education. This report provides information on the factors affecting participation of regional students in Australian universities. In particular, it examines the relative importance of socioeconomic status and access to university in influencing higher education participation across regions. The report shows that regional participation in university among 19-21 year-old students increased from 18 per cent in 1996 to 21 per cent in 2006. However, university participation among metropolitan students increased faster from 28 per cent to 35 per cent, so that the gap between regional and metropolitan participation increased from 10 percentage points to 12 percentage points. The report finds that lower socioeconomic status, as measured by education and occupation levels, explains most of the gap in participation between regional, outer metropolitan and inner metropolitan areas. While proximity to campus matters, the report finds that access to university appears to have less influence on university participation than socioeconomic status.

In February 2006 the Council of Australian Governments (COAG) announced an intervention to address the skills shortages then being experienced in some industries and regions of the Australian economy. Targeting Skills Needs in Regions (TSNR) was a Commonwealth program which was one piece of COAG’s Targeted Response to Skill Shortages in Regions. The Australian Government provided funding for the TSNR program, evenly spread across the four years from July 2006 to June 2010. State and territory governments as well as industries and businesses also made significant financial or in kind contributions to the projects with which they were connected. Forty-one projects were funded by the TSNR program. What was the effect of TSNR? How successful was it in achieving the policy aims which COAG set for it? What legacy has it left behind? The answers to these questions are explored in this summative evaluation of TSNR.

This document reports on an Adult Literacy National Project [ALNP] Innovative Project, undertaken by the University of South Australia in the City of Playford, a Local Government area in northern Adelaide. The aim of the project was for a range of government, education and human service organisations to work collaboratively to build [language, literacy and numeracy] LLN capacity in the region. Collaboration occurred in the context of different definitions and understandings of LLN provision. The report details key learning from the project, which was driven by a local government derived ‘community engagement framework’ serving as a touchstone for meeting residents’ LLN needs.
