The ‘Higher education report 2010’ is part of a suite of publications which report on the Australian higher education sector in 2010. The report provides: an overview of the higher education sector and its major achievements in 2010; details of funding allocations under the Higher Education Support Act 2003 (HESA); and an overview of program outcomes (including the allocation of places). This publication primarily relates to higher education matters and programs which fall within the Department of Education, Employment and Workplace Relations (DEEWR) but does include some information on research block grant programs which are administered by the Department of Innovation, Industry, Science and Research (DIISR).

Reverse marketing is funded under the Employment Pathway Fund (EPF) to encourage [Job Services Australia] JSA providers to actively market job seekers to potential employers where vacancies have not been advertised, and to refer and place job seekers into those jobs. Reverse marketing provides a mechanism to stimulate demand for labour by pre-empting employers' labour needs before they create a vacancy. Effective reverse marketing can play an important role in the wider employment services framework by providing job ready job seekers with access to vacancies that may not otherwise exist. The EPF was designed to give JSA providers flexibility to be innovative and creative when servicing their job seeker caseload, to improve the chances of job seekers finding sustainable employment. Consistent with this principle, the definition of reverse marketing has flexibility incorporated to allow providers to use it effectively within their local environment. However reverse marketing is a service similar to the general servicing which JSA providers are contractually obliged to deliver, with key differences that are sometimes difficult to distinguish and are open to interpretation and possible inappropriate application in practice. This paper assesses the use of reverse marketing under the EPF in terms of how it is being targeted, and how effective it is in achieving increased job referrals and job placements for job seekers. Length of employment was not used as an effectiveness indicator due to the difficulty in attributing differences in employment sustainability to how job seekers were recruited, rather than other factors operating before the job seekers became employed and after placement.

This report presents an evaluation of the performance of Job Services Australia (JSA) to date in servicing Indigenous job seekers. It examines the role of JSA in 'closing the gap' in Indigenous employment outcomes, the demographic and labour force characteristics of Indigenous compared with non-Indigenous Australians, and key areas of JSA operation and outcomes in relation to Indigenous Australians.

Wage subsidies, a form of active labour market assistance, have been used internationally for some time. These schemes have been used to address social exclusion and have targeted groups such as the long term unemployed, those from severely disadvantaged geographical areas and unemployed youth. Subsidies have been applied in varying ways such as through payments to employers or employees, as income tax credits and through the social security system; some aimed at the unemployed, others for those already employed. Previous evaluations of wage subsidies have drawn varying conclusions as to the effectiveness of such interventions. This project evaluates the effectiveness of wage subsidies under Job Services Australia (JSA), with particular focus on sustained outcomes for jobseekers. Specifically, it examines the off-benefit outcomes achieved by job seekers who received wage subsidy assistance through JSA Stream Services between 1 October 2009 and 31 October 2011. Jobseekers who received subsidies through Disability Employment Services (DES) and the Indigenous Employment Program (IEP) were out of scope for this research. Wage subsidies are just one of a suite of assistance measures that job seekers can receive under JSA. A subsequent evaluation report is proposed that will consider the effectiveness of these measures, with comparisons made to assistance provided under JSA's predecessor, Job Network.

Job Services Australia (JSA) commenced on 1 July 2009 under the Employment Services Deed 2009-2012 (ESD4). Compared to its predecessor, Job Network, the JSA model of service delivery is designed to focus more on the needs of the most disadvantaged Australian job seekers and to achieve greater social inclusion. It seeks to boost employment participation and the productive capacity of the workforce, address skills shortage areas and better meet the needs of employers. The Government requires that JSA be progressively monitored and evaluated from implementation. Evaluation of JSA will assess how the service performs in terms of assisting individuals, particularly those most disadvantaged in the labour market, to obtain skills and secure sustainable employment. A main element of the JSA service delivery model is a flexible pool of funds, the Employment Pathway Fund (EPF), which JSA providers may use to assist fully eligible job seekers to overcome their vocational and non-vocational barriers to employment. This report provides a general overview of the EPF under JSA and looks in more detail at two specific areas of EPF expenditure, to give an insight into how the fund is being used by JSA providers to assist job seekers [to] overcome their barriers to employment. This exploratory analysis will contribute to a future report, planned for 2013, which will consider the broader effectiveness of JSA.

Disability Employment Services 2010-2012 (DES) is an Australian Government program that assists people with disability to secure and maintain employment in the open labour market. The program commenced on 1 March 2010, replacing the Disability Employment Network (DEN) and Vocational Rehabilitation Services (VRS) which had been operating since 2006. DES providers, mostly not-for-profit organisations, are contracted to the Department of Education, Employment and Workplace Relations to deliver employment services to eligible people with disability. Currently, around 220 DES providers deliver services at more than 2,000 sites across Australia. An evaluation of the program is to be completed in financial year 2012-13 according to a strategy developed jointly with the DES Reference Group (DEEWR 2010). This report contains findings on the accessibility and effectiveness of DES in the program’s first year of operation.

The Department of Education, Employment and Workplace Relations (DEEWR), on behalf of the Minister for Tertiary Education, Skills, Jobs and Workplace Relations, produces the annual national report for the national vocational education and training (VET) system in Australia. This report covers the 2010 calendar year and provides an assessment of the performance of the national training system as well as detailed information on the operation of the national system and its achievements and challenges. The report covers total reported VET activity, which is broader than government funded VET activity, and refers to all aspects of VET for which data are available for reporting. The Australian VET system (including apprentices and trainees) covers delivery of VET training through a variety of public and private training providers. These include technical and further education (TAFE) institutes and other government providers, universities, secondary schools, industry organisations, adult migrant education scheme providers, enterprises, agricultural colleges, community education providers and privately operated registered training organisations. The report is presented in three sections: section one, ‘Overview’, provides an outline of the report, describing the national VET system, the relevant Intergovernmental Agreements that relate to VET and the economic and social context for the national VET system during 2010; section two, ‘Performance of the national VET system in 2010’, contains an analysis of the system’s performance in 2010 against key indicators relating to participation, achievement and outcomes of total reported VET students and those identified as having a disadvantage in VET; VET system efficiency and employer engagement and satisfaction with VET are also covered; and section three, ‘Appendices’, provides time series statistical tables on the national training system’s performance and includes information on the data sources used as well as additional State and Territory data. Data on a selection of outcomes and outputs included in the National Agreement for Skills and Workforce Development is also included.

Under the National Partnership Agreement on Youth Attainment and Transitions, the Australian government is developing a National Career Development Strategy in order to enable a more strategic approach to providing improved career development for all Australians. The government has released this green paper outlining options for the strategy.
