The need to develop a training culture through effective marketing analyses and responses is emphasised in 'A bridge to the future: Australia's national strategy for vocational education and training 1998-2003' (indexed at TD/LMR 85.683). The Australian National Training Authority (ANTA) initiated a project to develop a national marketing strategy on skills acquisition and lifelong learning with the aims of: (a) motivating the Australian community and enterprises to acquire skills and take part in lifelong learning; and (b) creating a framework of effective marketing of skills acquisition and lifelong learning products and services. Extensive national market research into the attitudes and values of Australian enterprises and individuals towards developing skills and participating in lifelong learning was undertaken to inform the development of the marketing strategy. Surveys of the supply and demand side of training were undertaken with employers, the general community and training providers. A series of reports contain the findings of this market research program. This research report summarises the results of a survey of organisations providing training products and services on their attitudes, perceptions, experiences and marketing practices.

In order to equip Australians for the world of work and increase investment in training, the Australian National Training Authority (ANTA) hopes to engage industry more effectively in developing a highly skilled workforce. This paper clarifies the main messages that are relevant to companies, using the best mix of Australian and overseas research. Its focus is on the return on investment to enterprises, and does not cover the benefits of training to the nation or to individuals. The four key messages are: skills and training lead to improved performance and productivity; training improves staff retention and attracts skilled workers; skills and training produce the best results when part of an overall business strategy; any company can analyse the returns on training investment. As part of the Australian Government's contribution to the National Partnership on Youth Attainment and Transitions, existing youth, career and transitions programs were consolidated into two new programs from 1 January 2010: School Business Community Partnership Brokers and Youth Connections. Youth Connections provides a safety net for young people who have disconnected or are at risk of disconnecting from education, and offers flexible case managed support and services that recognises the role that family and community play in a young person's wellbeing and development. The purpose of the outcomes framework and evaluation strategy is to define the Australian Government's objectives of the Youth Connections program and how those objectives contribute to the goals set by the National Partnership on Youth Attainment and Transitions.

'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the comprehensive bibliography referencing the sources of information used in the creation of all 12 meta-analyses, with almost 300 pieces of national and international research listed.

This document sets out the revised workplan for carrying out improvements to training packages following the high level review. The review looked at how training packages could be improved to better meet skill needs and support teaching and learning. The workplan outlines priorities for action up until 30 June 2005, when ANTA's [Australian National Training Authority's] responsibilities are transferred over to the Australian Government Department of Education, Science and Training (DEST). These priority areas include employability skills, development and review processes, guidelines for VET [vocational education and training] qualifications, and cross-industry qualifications. The workplan covers three years, so after 30 June 2005 the responsibility for implementing the workplan will rest with DEST.

The project was commissioned in response to feedback from a Department of Education, Science and Training (DEST) discussion paper, The Bologna Process and Australia: next steps. The Bologna Process is part of a European initiative aiming to establish a single European Higher Education Area by 2010, focusing on curriculum and quality assurance. A key outcome is the Diploma Supplement that is currently being issued to graduates by higher education institutions in large numbers of European countries. The aim of this project was to develop an agreed template for an Australian version of the European Diploma Supplement and to make recommendations on detailed implementation and management strategies. The key recommendation from the project is for the introduction of an Australian Higher Education Graduation Statement that will take the form of documentation provided to graduates by awarding institutions in addition to the degree or diploma certificate or testamur. Its purpose will be to make qualifications more portable and their value more transparent by providing descriptions of the nature, level, context and status of the studies that were pursued and completed by graduates, as well as information about the education system to which the qualification belongs.
