The 2003 National Employers Skills Survey (NESS) [the main report is available in VOCEDplus at TD/TNC 79.599] revealed severe skills shortages and gaps at all levels of employment in the UK, with employers regarding one in 10 employees as being incompetent. This guide offers practical advice on how employers can tackle the critical issues highlighted by the NESS survey. Its key message is that businesses need to acknowledge the skills shortages or gaps and adopt a systematic approach to upskilling their workforce. At LSDA, the Raising Quality and Achievement Programme facilitates and supports this work. This booklet is an introduction to benchmarking in the learning sector. It explains the principles and practices of benchmarking for learning providers, describing the three main benchmarking techniques.

This document outlines the Learning and Skills Council's processes and policies for the identification and management of underperformance and the operation of Notices to Improve in the further education system in the 2009/10 academic year (using 2008/09 performance information) and their application to the 2010/11 year. The purpose of this guidance is to outline key changes to the approach since the previous year and to set out the transition arrangements that will apply as a result of the Machinery of Government changes. This document sets out the four areas of performance that inform commissioning and intervention. These are: financial health and financial management and control; inspection outcomes; learner health, safety and welfare arrangements; and analysis of success rates compared with minimum levels of performance (MLP).

These guidelines show what can be done to develop and improve the quality of the full-time education and training (FTET) option within the New Deal for 18-24 year olds. They identify features of high quality provision and principles of effective delivery together with case studies and suggestions for further improving practice. These guidelines aim to assist providers of FTET New Deal programs and the partners with which they work to share and develop good practice.

The Framework for Excellence (the Framework) is a comprehensive performance assessment framework for the further education (FE) system. The main aims of the Framework are to provide a single, unified framework for assessing and reporting achievement in all key areas of performance. The Framework is being developed by the Learning and Skills Council (LSC), in partnership with the Department for Innovation, Universities and Skills (DIUS), Ofsted [Office for Standards in Education] and the Quality Improvement Agency (QIA). From June 2007 to April 2008, the LSC engaged with 100 learning providers to test and trial the Framework as a 'pilot programme' in readiness for the Framework's implementation (Version 1) in the summer of 2008. The aims of this evaluation are to report on whether: (a) the pilot met its objectives; (b) stakeholders have been engaged effectively; and (c) the pilot process has been effective. An independent review of the Framework and its outputs will be undertaken during 2008. The pilot process appears to have been a fairly effective, if time-consuming process. As a result of the pilot, the LSC and its partners are much clearer about the potential issues which may be faced by the sector when the Framework is applied fully. Also, the LSC now has a better understanding of the support needed by stakeholders to ensure the Framework develops into a robust performance assessment tool.

The Learning and Skills Council (LSC) 'agenda for change' is a program of reform for further education (FE). It was developed in response to feedback on barriers to the reform of education for 14-19 year olds and the national skills strategy received during consultations with FE college principals during 2004. In 2005, the LSC updated college principals on emerging ideas for reform and feedback suggested broad support for these proposals. The agenda for change proposals are detailed in this prospectus. The program of change is organised around six themes: (1) creating colleges valued by employers as the partner of choice for developing the skills they need; (2) improving the quality of provision; (3) simplifying the funding methodology and allocation process, making it more transparent and responsive to changing needs; (4) identifying the data required for effective management and simplifying its collection; (5) improving the business excellence of the sector; and (6) working with colleges to secure their reputation as central to delivering the education and training needs of the UK. A detailed technical annex provides more information on how to implement the data strand objectives set out in the main body of the report. Show less
