[The UNESCO Institute for Lifelong Learning] UIL has compiled this report from [the 4th global report on adult learning and education, available in VOCEDplus at TD/TNC 139.288] GRALE 4 providing a regional snapshot of adult learning and education based on data and information provided by 40 countries, Member States of both UNESCO and the African Union. It reports how far the recommendations in the Belem Framework for Action (BFA; UIL, 2010) [available in VOCEDplus at TD/TNC 113.1210], as well as the Recommendation on Adult Learning and Education (RALE), have been implemented on the continent. It also outlines what has changed since GRALE 3 (2016) [available in VOCEDplus at TD/TNC 125.386].
Key messages include: (1) Progress in participation in adult learning and education [ALE] is insufficient. African Member States and the international community must do more to enhance participation, investing resources and developing effective policies that draw on best practice in the continent and around the world, particularly in reaching the least advantaged; (2) Poor data constitute a major barrier to tackling inequalities in participation in ALE and addressing the needs of vulnerable groups. We need to know more about who is participating and who is not. More investment is needed in the collection and monitoring of data to support evidence based policies that promote inclusive participation for all; (3) Progress in ALE policy and governance is encouraging but it is by no means enough, with some countries continuing to lag behind; (4) Funding for adult learning and education is inadequate. More investment is required, as well as more targeting of those hardest to reach.

Around the world millions of people lack essential infrastructure, like roads and bridges, water supply, schools, clinics and hospitals, as well as access to basic services (water, health, education and markets). Providing infrastructure and maintaining it can improve living standards and have a direct impact in the quality of people's lives. Productive community infrastructures can also contribute to reducing poverty and have the potential for offering better economic and social benefits. The ILO's Employment-Intensive Investment Programme (EIIP) links infrastructure development and green works with employment creation relying on local labour and resources. Operating in over 70 countries, the EIIP promotes labour-based technologies that offer major advantages in terms of using investments in infrastructure to create work and income-generating opportunities, and to build the skills and capacities of local communities. Individuals are mostly employed for a short to medium time-frame and benefit from the wages they earn, the advantages of having a job and the infrastructure and the services that are improved through their commitments and work. Generally, these projects target vulnerable groups in society, mostly in rural areas, including the working poor, women, youth, refugees, internally displaced persons (IDPs) and people with disabilities.
This guide consists of four main parts that follow the logical sequence of introducing an integrated EIIP vocational skills development programme: (1) understanding the context; (2) planning skills development in EIIPs; (3) implementing skills development in EIIPs; and (4) ensuring post-training support. Case studies and examples from specific project experiences illustrate good practices from different countries where EIIPs have been implemented.

The articles in this volume address the following three themes: (1) migration in the context of transitions to adulthood, including schooling, employment, and family formation; (2) consequences of migration for health, reproductive outcomes, and childbearing; and (3) migration strategies and consequences. Education stands at a critical juncture in the Arab States - more than three years after the eruption of the Arab Spring sparked by young people of the region, and one year before the deadline for the realisation of the six Education for All (EFA) goals, the future role and direction of education hang in the balance. The enthusiasms and tensions of the Arab Spring were fuelled in part by growing demand for education and for the benefits it is purported to bring, as well as by frustrations with its low quality and inability to deliver work opportunities. Fully one in five people is aged 15-24 - a total of 85 million - and one in four of these is out of work. In some countries of the region, unemployment among university graduates is higher than among those with nothing more than primary schooling. This report reviews the status of progress towards the EFA goals and then presents a number of examples of recent activities designed to accelerate progress. It also reviews the status of the 2015 EFA final review process and of discussions on the post-2015 education agenda.

The Platform of Expertise in Vocational Training (Pefop) is a portal launched by the International Institute for Educational Planning's (IIEP-UNESCO) Pole de Dakar. Pefop's goal is to support the implementation of revised vocational training policies, by contributing to the mobilization and strengthening of public (government, local authorities and public vocational training bodies) and private (formal and nonformal sector players and organizations, unions, NGOs and private vocational training institutes) actors involved, as well as providing them with more effective tools.
To identify implementation obstacles, IIPE-Pole de Dakar has developed as an empirical method the activities of Pefop with the four partner countries (Burkina Faso, Cote d'Ivoire, Mauritania, Senegal) as a first phase. The approach is chosen based on causal analysis and uses qualitative methods such as documentary analysis, semi-structured individual interviews and focus groups. These applicable and experimental tools make it possible to develop an operational approach in connection with VET in different African countries. This approach not only represents the development of know-how at the technical level but also reflects on the understanding of the actors' discourses and experiences. This guide presents an overview of the genesis of Pefop within the IIEP-Pole de Dakar and the procedure for identifying obstacles, which covers three phases.

Before the spread of the coronavirus pandemic at the global level, economic growth in North Africa was expected to rebound to 4.4 per cent and 4.5 per cent respectively in 2020 and 2021. However, the uncertain global environment, the [Coronavirus Disease 2019] COVID-19 pandemic and the projected contraction in advanced economies will negatively impact the growth forecast for the region. Among all African regions, North Africa had registered the most important number of COVID-19 confirmed cases as of May 2020. The latest projections for 2020 indicate a loss of 5.2 points of growth in the region, from a growth rate of 4.4 per cent to -0.8 per cent if the pandemic were to last until June 2020 (baseline scenario) and a loss of 6.7 points with a growth rate of -2.3 per cent if the pandemic were to perdure until December 2020 (worst-case scenario). In 2019, for the second year in a row, North Africa was the second-best performing region in Africa with a growth rate estimated at 3.7 per cent.

This report provides an overview of the state of progress and the structural challenges faced by least developed countries (LDCs) along the dimensions of structural transformation, productive employment and just transition. It describes current trends in production, productivity, employment and decent work, as well as the role of social protection and institutions of work. It highlights the structural and labour market vulnerabilities most relevant for the LDCs and how they have affected the [Coronavirus Disease 2019] COVID-19 impacts and recovery prospects for the LDC economies and their populations.
To support a strong recovery in the LDCs that lays the foundation for long-term sustainable development, a renewed partnership with the LDCs and a set of national and global actions are required. These include employment and industrial policies, institutional reforms, measures to promote an enabling business environment for enterprises, investments in expanding human capabilities and productive capacities and strengthening the institutions of work. The report proposes a human-centred framework for a resilient and inclusive recovery that can set the LDCs on a sustainable development path towards a brighter future for their world of work.

The UNESCO Institute for Lifelong Learning (UIL) prepares the Global Report on Adult Learning and Education (GRALE) every three years in order to strengthen understanding of 'where we stand' as a global community, and to address the growing need for youth and adult education. The focus of GRALE 4 is on participation, inclusion and equity in adult learning and education. The present report draws on data from GRALE 4 [report available in VOCEDplus at TD/TNC 139.288], published in 2019, to provide a regional snapshot of the progress made in adult learning and education in the Arab States between 2015 and 2018. Drawing on information from 18 Arab countries, it allows for a comparative analysis both among Arab countries and with the rest of the world.
Arab countries reported significant progress in the participation of women in adult learning and education since 2015. However, ALE access to quality non-formal education with a lifelong perspective remains underdeveloped, in particular for disadvantaged groups. The report reveals that adult learning and education in the region is strongly focused on literacy, with less attention given to other areas of adult learning, such as continuing education and professional development, and citizenship education. This suggests that, while further progress is needed in achieving basic education for all, the other dimensions of adult learning need to be given adequate attention to ensure provision that is comprehensive and relevant to the diverse needs of adult and youth learners.

While recognizing the variety of challenges facing individual countries, the common problem identified across the Arab region is that investments in education and training are not yet resulting in satisfactory levels of productive employment. Young people face uncertainty in moving from education into decent work. Enterprises often have trouble finding enough people with the skills they need to be able to expand their business or adopt new technologies. Also, the opportunities for employment growth due to industrial diversification and trade patterns may be jeopardized because skills development systems are not oriented towards preparing the workforce for the labour market of the future.
This paper is structured in two parts. The first part provides an analytical review of main skills and employability challenges and recent trends which relate to existing conditions prior to the crisis. The second part relates specifically to the impact of the crisis on the issue of skills and employability and it will attempt to identify solutions such as avoiding job losses supporting enterprises and workers in adjustment.
