This report presents the findings from a survey of private sector employers' attitudes to recruiting people with disabilities. The survey was conducted by FAS [Foras Aiseanna Saothair (Training and Employment Authority)] Planning and Research in conjunction with FAS Social Inclusion Department. Final data was weighted to ensure that the final sample was proportionally representative of all companies in Ireland. The companies were asked the following questions: Have you ever employed someone with a disability? Have you ever considered employing someone with a disability? Why have you not employed someone with a disability to date? Companies were also asked about their attitudes to employing people with disabilities and which, if any, of the available grants available for employers employing people with disabilities they were aware of and had used. Almost one in four employers (24 per cent) claimed to have ever employed someone with a disability and of those who said they have never employed someone with a disability, over a third would consider employing a disabled person. Employers did not see disabled employees as impacting on their costs or profits. There are three types of grants available for employers employing people with disabilities - adaptation grants, recruitment grants and retention grants. Adaptation and recruitment grants received awareness scores of circa 15 per cent with only one in 10 aware of retention grants.

This article sets out to address the effects of changing labour market conditions on early career outcomes for those who entered the labour markets in 12 European Union countries (Austria, Belgium, Denmark, France, Germany, Greece, Ireland, Italy, the Netherlands, Portugal, Spain and the United Kingdom) in the late 1980s and the late 1990s. It is based on data from the 1988-97 European Community Labour Force Surveys (ECLFS) and the analyses focus on the responses of the outcomes of unemployment risks and occupational allocation to different aspects of socio-economic change. The article begins by discussing the theoretical background and hypotheses of the study and then describes the ECLFS database and the methodology. The study found that unemployment risks have closely followed the evolution of aggregate economic conditions with demographic factors having only a slight impact. Consequently, changes in occupation allocation are more dependent on the relative evolution of educational expansion and occupational upgrading trends. The article concludes with a summary of the results and their implications. Show less

Youth work is a social and pedagogical practice that must be adapted to very diverse historical, geographic and social contexts, but there are still some underlying, basic assumptions that have structured practices and policies to date and continue to do so. In this light, a cross-cultural and transnational perspective can be most enlightening. This second volume of 'The history of youth work in Europe', presents the youth work histories of some very different countries: Belgium and its three communities, the Netherlands, Ireland, Wales and Hungary. The reader is also introduced to the history of the relatively young European youth policies, and is given a glimpse beyond European borders with a history of youth work in South Africa.

Many countries are seeking to improve health care delivery by reviewing the roles of health professionals, including nurses. Developing new and more advanced roles for nurses could improve access to care in the face of a limited or diminishing supply of doctors. It might also contain costs by delegating tasks away from more expensive doctors. This paper reviews the development of advanced practice nurses in 12 countries (Australia, Belgium, Canada, Cyprus, Czech Republic, Finland, France, Ireland, Japan, Poland, United Kingdom and United States), with a particular focus on their roles in primary care. It also reviews the evaluations of impacts on patient care and cost. The development of new nursing roles varies greatly. The United States and Canada established ‘nurse practitioners’ in the mid-1960s. The United Kingdom and Finland also have a long experience in using different forms of collaboration between doctors and nurses. Although development in Australia and Ireland is more recent, these two countries have been very active in establishing higher education programmes and posts for advanced practice nurses in recent years. In other countries, the formal recognition of advanced practice nurses is still in its infancy, although unofficial advanced practices may already exist in reality. Evaluations show that using advanced practice nurses can improve access to services and reduce waiting times. Advanced practice nurses are able to deliver the same quality of care as doctors for a range of patients, including those with minor illnesses and those requiring routine follow-up. Most evaluations find a high patient satisfaction rate, mainly because nurses tend to spend more time with patients, and provide information and counselling. Some evaluations have tried to estimate the impact of advanced practice nursing on cost. When new roles involve substitution of tasks, the impact is either cost reducing or cost neutral. The savings on nurses’ salaries, as opposed to doctors, can be offset by longer consultation times, higher patient referrals, and sometimes the ordering of more tests. When new roles involve supplementary tasks, some studies report that the impact is cost increasing.

This paper develops a typology of active labour market programmes, in an attempt to understand the impact of such programmes on the employment prospects of participants. Using the results of a survey of young participants in labour market programmes in Ireland, the paper tests the hypothesis that programmes with strong market orientation are more successful than those without. The analysis shows that market linked programmes enhance both employment prospects and earnings of participants, even when individual characteristics such as education and previous labour market experience are taken into account. This book examines the challenges of creating instructional development programs for present and future higher education teachers. The Dublin Institute of Technology is the largest Third Level Institute in Ireland. It caters for all levels of education from apprenticeship to PhD. It has recently adopted a faculty structure and this paper explores the emerging changes for construction apprenticeships and staff as the integration process within the Faculty of the Built Environment unfolds. A series of interlocking processes are identified in organisational and academic contexts. The benefits are explored in terms of the apprenticeships and craft staff, other staff and students and the increasing role which craft staff can play in a number of relevant national initiatives.
