This paper describes the need for human resource development in Malaysia in the context of global change, and analyses the changing nature of the education system on all levels, primary, secondary and higher, as well as formal and non-formal aspects. The paper then critically analyses various policies and strategies undertaken by the Malaysian government in a major restructuring of the education system, and argues that a logical extension of these changes is the development of a fully integrated lifelong learning system.
