The rapid development in information technology (IT) is prompting a transformation of the Japanese society into a knowledge-based one dependent on such technology. The author suggests that to convert a corporate organisation to a knowledge-based one capable of creating new knowledge requires political measures that promote: (1) improvements in the employability of individuals; (2) ease of manifesting entrepreneurship; (3) increased adaptability of businesses and individuals; and (4) equal opportunities for people to participate in new businesses. In a knowledge-based society, not only should individuals acquire relevant techniques and knowledge, but obtain the necessary skills and knowledge through repeated failures and successes in problem solving. The workplaces and work systems also need to be open to allow team members to grow, both through learning together as well as through engaging in autonomous activities.
