Globalisation, accompanied by rapid technological change, is a development issue for developed and developing countries alike. This chapter looks at the role technical and vocational education and training (TVET) plays in the development process and in the reduction of poverty and social exclusion. It looks the role TVET plays in building human capital and national competitiveness, as well as the structural changes development brings to countries. The chapter argues that whether TVET can be effective in reducing poverty is a complex issue depending on many factors such as business conditions, enabling policies and the quality and quantity of capital. It also suggests that training alone, without appropriate policies and social support, can do little to overcome the social exclusion resulting from unemployment. The chapter concludes that TVET can improve productivity, make people employable, enhance human capital, attract investment and support development if factors as basic as literacy and numeracy, and government policies that stimulate economic growth, encourage human development and supply an enabling environment are present.
