This theoretical training package is designed to improve the basic capacity of employment services staff members in order to provide better services to their clients - jobseekers and employers. The module consists of 18 units to cover concepts of public employment service (PES) including labour market programmes, emergency employment services, policy and regulations of PES, etc. The overall training package is designed to be delivered in two parts: theoretical and practical. This theoretical package is designed to allow trainees to learn key concepts before participating in the face-to-face training session and build their initial knowledge on PES practice. There is general agreement among stakeholders in the [Association of Southeast Asian Nations] ASEAN region that business and industry collaboration is important to ensure that [technical and vocational education and training] TVET provides the skills needed to conduct companies' business operations. From policy development to practical training – business and industry have an important role to play. The underlying factors that constitute successful cooperation are, however, less clear. How can collaboration go beyond the signing of memorandums of understanding (MOUs) to become long-term partnerships that lead to improved employability of learners? What are the policy measures that can facilitate business and industry engagement in shaping polices and improving the overall relevance of training? What good practices can be shared among ASEAN Member States (AMS) and beyond? [Regional Cooperation Programme to Improve the Quality and Labour Market Orientation of Technical and Vocational Education and Training] RECOTVET commissioned this study to help answer these questions by shedding light on ongoing practices in AMS, facilitate policy learning among countries and contribute to building a knowledge base on developments in business and industry collaboration in TVET in ASEAN.

What differentiates this study from others is its focus on providing a detailed description of the status quo of business and industry collaboration in TVET in six AMS, namely Cambodia, Lao [People's Democratic Republic] PDR, Myanmar, the Philippines, Thailand and Viet Nam, and a comparative analysis of these countries according to different dimensions. The report also entails practical examples and concludes with a set of recommendations and guiding questions to help policy makers in their efforts to further strengthen business and industry collaboration in TVET.

The module consists of 13 units to cover range of counselling and employment services provided by public employment service center including [curriculum vitae] CV building, job interview preparation, need assessment, etc. This module is designed to be used by Indonesia's Ministry of Manpower to improve the capacity of their staff in delivering employment services, mainly as a part of the new unemployment benefit scheme or known as Jaminan Kehilangan Pekerjaan (JKP). The overall training package is designed to be delivered in two parts: theoretical and practical. The theoretical component of the training package is available in VOCEDplus at TD/TNC 147.377.
