This report presents a summary of research which provides a basic set of indicators and commentary on the effectiveness and efficiency of Scotland's higher education (HE) system relative to United Kingdom (UK) and international comparators. The research was commissioned on behalf of the Tripartite Advisory Group on HE in Scotland. The scope of the report is the Scottish higher education institution (HEI) sector as a whole rather than the individual institutions which make up that sector. The report considers different indicators relating to the technical efficiency of the HE system in Scotland, compiles and compares a number of input, output and quality indicators and Scotland's HEIs to various comparator nations. Indicators were included to cover the teaching, research and knowledge exchange activities of HEIs. The work undertaken draws on the approach taken in international reports on the effectiveness and efficiency of HE systems to provide a basic set of indicators and commentary on Scotland.
