Development of a society involves the improvement of all sections of society and education goes hand in hand with development. Bangladesh has a large number of marginal workers in different sectors and regions. Tea garden workers are one such group who work for the improvement of the nation without increasing their education. Most of them are illiterate. Moreover, tea garden workers are low paid. About 56 per cent of tea garden workers work six days and 23 per cent work seven days, but most of them are paid less than 2500 taka per month. Yet, 63 per cent of them wish to study even though they face financial difficulties. Other barriers include: communication problems; lack of schools; scheduling problems; and little scope for older people. It is difficult for them to take advantage of conventional education. As a result, it appears that open and distance learning is the best option. This study will endeavour to explore strategic issues and the potential of open and distance learning as provided by Bangladesh Open University. Show less
