This paper is the outcome of a formative evaluation of Local Learning and Employment Networks (LLENs) in Victoria for which the Victorian Learning and Employment Commission provides support. The central aims of the evaluation were to understand how, and how well, LLENs are currently contributing to achieving the aims of improving education and employment outcomes for young people in Victoria, and how they can best be supported in this endeavour. The evaluation was prepared by the Centre for Work and Learning Studies, Monash University. The evaluation revealed that there is widespread support for the LLENs. The importance of community building and supporting education and employment outcomes for young people is almost universally accepted. Working for youth is a simple but powerful message that is rallying diverse groups and people. As a result, new conversations are beginning, sectional interests are being set aside and strategic action and careful decision-making are leading to beneficial outcomes. Overwhelmingly, the message received in the course of this evaluation was that LLENs needed time to grow. The LLENs are still at a development phase. Only one or two have been in operation for a full year. They recognise that they are still learning how to do their business, build relationships with particular groups and agencies, and extend their community-building into practical outcomes for youth.
