Fred Hilmer's 'National competition policy' (1993) (the 'Hilmer report') (indexed at TD/TNC 87.2365) was a landmark review of the field of competition legislation. The essays in this Committee for Economic Development of Australia (CEDA) publication address possible transformations in public sector activities, given Australia's adaptation to economic globalisation. Those transformations involve delivery of services for which a price is - or could be - charged, the provision of services by local and state governments or by small business, and the provision of professional services.
