This report aims to map out the overall 'picture' of vocational training in Vietnam as at December 2011, including strengths, weaknesses and policy limitations on the vocational training system. It makes policy recommendations in the interest of enhancing the effectiveness and efficiency of vocational training. The report is based on analysis of data published by competent authorities, such as the General Statistics Office (GSO), the Ministry of Labor, Invalids and Social Affairs (MOLISA), and the General Department of Vocational Training (GDVT). The report also uses findings produced by some relevant surveys and thematic reports produced by GDVT. The report is constituted of: Part I: Key findings; Part II: Key components of vocational training system (including 12 components); Part III: Recommendations and policy implications; Bibliography; and Appendices.
