This detailed report examines the reform process of the workforce development system in 10 states (Florida, Iowa, Maryland, Massachusetts, Michigan, North Carolina, Oklahoma, Oregon, Texas and Wisconsin) in the USA through interviews with state officials and local administrators. The report is organised into several sections as follows: an introductory discussion of the growing concern with workforce development; recent state reforms; the challenges of implementation at state level; balancing state and local initiatives; the complex roles of employers; the role of welfare ‘reform’ and ‘work first’; a discussion of the meaning of system-building: linkages and quality; unresolved issues; and the implications for state and federal policy. The appendices provide information about the interview process and a list of localities and states examined. In addition, a list of acronyms used in the report and an extensive list of references are included. In the electronic version of the document there is a link to related readings for this publication.
