Learning Regions - Providing Support for Networks, launched in 2001 by the German Federal Ministry of Education and Research (BMBF) in cooperation with the states and co-funded by the European Social Fund (ESF), supports 71 exemplary regional networks that provide guidance, learning, and further education services and contribute to improving employability, strengthening small and medium-sized enterprises and promoting regional development. One year after the completion of the Equal Opportunities Commission’s (EOC) groundbreaking investigation into gender segregation and Apprenticeships in five sectors experiencing skills shortages: construction, engineering, ICT, plumbing and childcare, we have taken a fresh look at the scene we investigated to assess the impact of our report and the extent of change. Our investigation had discovered a clear correlation between the employment sectors where women were under-represented and skill shortages, showing that occupational segregation was causing employers to miss out on a huge potential pool of labour with which to plug their skills gaps. Despite many young people being interested in non-traditional work experience, training and work, and many employers recognising that recruiting more women could address skills shortages and bring business benefits, the investigation showed that Britain was failing to open up real opportunity and choice for girls and boys entering work via vocational routeways.

This report examines where the 2000-2006 European programme has added the most value in relation to South West employment and skills issues in order to identify where flexibility is needed for the 2007-2013 programme. EKOS Consulting was commissioned by SLIM, (with funding provided by ESF (GOSW) and SWRDA), to review the impact of [European Social Fund] ESF within the South West region over six year period from 2000-2006. The review covered both Objective 2 and 3 with the aim of identifying lessons from them that will enable effective implementation of Objective 3 in the next programming period. The key objectives of the study were to: Reflect on the impact that ESF has had on improving Skills and Employment in the region. Make recommendations to inform the new programme on how ESF can be used to implement the priorities of the Regional Skills Partnership. The report has been structured around the three themes of Worklessness, Skills and Enterprise. The report provides a commentary on the relevant issues with supporting evidence provided in appendices.

Our society is ageing. Rising life expectancy and falling numbers of young people challenge us to re-shape public policies to better meet society's needs in a changing and more interconnected world. Nowhere are the choices more urgent than in European labour markets. This important collaboration between NIACE [National Institute of Adult Continuing Education] and Age Concern England applies the expertise of two non-governmental organisations to collect the key evidence about migration, mobility, retirement and inclusion and construct a shared analysis of the evidence. The findings will inform critical reflection both for policy makers within the UK and elsewhere in the European Union, and from professionals, and social partners in education, training and labour market planning.

The main aim of this book is to provide contextual data to enable links and connections to be made between post-16 education and training and other areas and dimensions of life in the UK. Demographic change, economic and labour market trends, cultural factors and policy measures all affect post-compulsory education, both the provision offered and its take-up. The digest covers three main topic areas, giving information on: the UK population (demographic trends, size and types of households, income levels, lifestyles, time use, civic engagement); the labour market (economic trends, employment and unemployment rates and trends); and participation and attainment in different post-16 education and training sectors. In addition, this 2006 edition includes a section on quality issues in provision for adult learners. The figures confirm some familiar trends, such as the link between adult learning and socio-economic status. The data on population and labour market trends, and information on employment, health and pensions policy, highlight several areas of opportunity for more co-ordinated and interconnected policy-making.
