This review of vocational education, training and employment in Kyrgyzstan is one of a series produced by the European Training Foundation (ETF) for countries in the region of Eastern Europe and Central Asia. Following the break-up of the former Soviet Union, vocational education and training (VET) systems in these countries were challenged by their inability to adapt to the market economy. The review for Kyrgyzstan describes the economy, demographic situation and labour market conditions and reports on developments in VET, and employment policy. The review found signs of policy development designed to take into account the needs and experiences of different groups. However, policies appear to suffer from a lack of clear objectives, realistic priorities for action, direct links with current labour market developments, and funding. Skill upgrading for teachers and trainers remains problematic and vocational institutions, although permitted to generate income, are prevented by existing regulations from using these funds efficiently to update equipment and infrastructure. The review concludes with a discussion of the relationship between VET and the labour market and highlights positive developments, obstacles and constraints, and the steps required for further modernisation.

The National Observatory Network was established by the European Training Foundation (ETF), an agency of the European Union which works in the field of vocational education and training (VET) in Central and Eastern Europe, the New Independent States and Mongolia. The National Observatory Network was set up in close cooperation with the authorities of the partner countries in order to provide accurate, up-to-date information, including statistics, on VET systems and current reform efforts.

The aim of this report on VET in Kyrgyzstan is to analyse the current VET situation, to look at furthering reforms, and to select priorities in order to develop the VET model that might contribute to the implementation of the strategy of stable economic development. In the report the relationship between socio-political, demographic, employment and labour market situations and the education sector and its development trends is revealed. Problems in the field of VET are identified and recommendations offered for improvement. Show less
