Markets, competition and ‘reform’ in VET: views from public and private registered training organisations in Western Australia

For more than a decade the vocational education and training (VET) sector has been subject to a number of reforms as a consequence of National Competition Policy, but more specifically due to the introduction of the National Training Framework (NTF). While market advocates extol the gains these changes have made to efficiency and effectiveness in VET, critics have pointed to actual and potential damage to traditional VET clients and providers. This paper reviews these developments and reports on research among four Western Australian registered training organisations (RTOs) - two public and two private - and explores managers’ and teachers’ views of the market, competition and ‘reform’ in their organisations. Our results suggest that competitors in the new marketised, corporatised VET sector cannot be distinguished in terms of a public-private divide. Orientation to education as product rather than service characterises those who feel they are travelling well in the current climate. Determining the impact of market reform on outcomes, rather than process, will require further research.

This publication provides a snapshot of a study which examined how training and learning is being promoted for small business, the products provided, the strategies adopted, assessment of the impact of training on small business and recent initiatives taken by the range of stakeholders. Part one of the report provides an overview of research on training and learning in small business, gives the background and scope of this study and identifies the key issues. Part two offers an overview of the current situation in the provision of training and learning services in respect of products and services, strategies and promotion of training for small business. Part three presents the conclusions of the study and points to 10 key directions for policy as a way to progress towards a more integrated and holistic approach to the fostering of learning, skill and enterprise in small business based on collaboration and partnership between stakeholders. Contained in the appendices are a glossary, a review of the UK policy for learning and training in small business, the study methodology and a vision of e-learning for the USA workforce. Show less

The factors that affect the readiness to provide training among small and medium enterprises are examined with the aid of a determinant model developed from qualitative evidence. A consideration of the research and political discussions surrounding the role of enterprises in providing training as well as a series of interviews form the basis of the model. The results produced by the model and the study presented offer points of departure for a systematic promotion of training at enterprises. A differentiated consideration of the corresponding motivations and obstacles makes it possible to clarify the conditions that foster or inhibit the willingness of enterprises to supply training. Over the past decade, Federal and State/Territory governments have promoted the development of a national training market as a key element of VET reform. This paper reports on the findings of a recent national survey of Registered Training Organisations (RTOs) about the effects of training market reforms, particularly competitive tendering and User Choice. The survey is a major part of a key priority project for the ANTA [Australian National Training Authority] National Research and Evaluation Committee [NREC], which aims to evaluate the impact and consequences of training market reform. The survey findings suggest that competitive tendering and User Choice are having complex and variable effects on RTOs. Some of the reported outcomes were intended while others were not.

This report compares Australian vocational education and training (VET) qualifications in the subject areas of business and administration, tourism and hospitality, and information technology and telecommunications, with similar qualifications offered in the United States, the United Kingdom, Canada and Switzerland (tourism and hospitality only). The report also examines the standing of Australian VET in these subject areas in Malaysia and Thailand and compares this with the standing of VET qualifications offered by competitor countries. The research was undertaken by KPMG Consulting in 1999 and compared course documentation and conducted focus groups with Malaysian and Thai students studying VET in Australia and prospective students, education agents, employers and education authorities in Malaysia and Thailand. The research revealed that Australian VET had some unique advantages in the market in comparison with competitor countries, i.e. Australian qualifications are part of a national framework, Australian VET is perceived as more practical, and articulation from VET to higher education in Australia is relatively easy. The general perception of Malaysian and Thai students is that Australian VET is similar in quality to that offered by competitor countries. Australia was considered more accessible because of aspects of living and studying in Australia such as lower fees and living costs, the opportunity to work part-time while studying, and the close vicinity of Australia to their own countries. The NSW Board of Vocational Education and Training (BVET) was established by the NSW Board of Vocational Education and Training Act 1994 to provide the New South Wales (NSW) State Government and the Minister for Education with strategic advice about the NSW vocational education and training (VET) system. The Board, which is appointed by the Minister, oversees policy and planning initiatives and fosters partnerships between key stakeholders in the NSW training system. The Board is a key source of advice to the Minister on state and national VET priorities. The Board's charter is to: (1) research and understand the marketplace and environment in which VET operates; (2) plan appropriate strategic responses; (3) advise on the suitable allocation of resources; (4) liaise with governments, industry and community groups; and (5) inform people about and promote the value of the NSW VET system. Following a review of the Board in late 2012, a decision was made to establish the NSW Skills Board to replace the Board and to oversee the implementation of Smart and Skilled reforms [policy document available in VOCEDplus at 114.1168] to the NSW VET system.
The Board's operations in the 2001-2002 financial year are presented in terms of its broad roles of: (a) advising on strategic policy and resource allocation; (b) responding to training needs; (c) encouraging innovation, partnerships and high-quality training delivery; (d) consulting industry and communities; and (e) promoting the value of VET.
