The improvement of education to prepare students more effectively for the workplace and the skill demands of industry leaders, has been a major focus of educational reform in the United States of America (USA) during the 1990s. Teachers play a central role in the effectiveness of education and any reform efforts must be accompanied by the preparation of teachers to meet future educational challenges. This issue of ‘Centerpoint’ describes three promising professional development approaches investigated by the National Center for Research in Vocational Education (NCRVE): work-based learning; the mini-sabbatical; and, the case study method. The author also examines new teacher roles in relation to the integration of academic and vocational curricula, and participation in school-to-work transition programs, and the professional development strategies that have been effective in preparing teachers for these roles.

The results suggest that overall the framework has broad utility based on the information sources used herein to verify and refine its content. This issue of ‘Centerfocus’ argues that arts education, encompassing dance, music, theatre, and the visual arts, should be included in the vocational curriculum in secondary school. The authors suggest that study of the arts in addition to skills training is a valuable strategy for educating young people for further study and work. The paper documents the relationship between vocational education and arts education over the course of the 20th century. The discussion then examines the relationship between the changing employee characteristics required of the emerging economy of the new century and the implications of these changes for better collaboration between vocational and arts education. In conclusion, the authors look at circumstances favouring cooperation between vocational and arts education teachers, and recommend strategies to facilitate this relationship. Show less

This review and synthesis of research in business and office education is based on doctoral dissertations and some independent studies completed between 1968 and 1980. Approximately 1200 studies are reviewed. It has been organised according to the major content areas comprising business and office education such as: accounting/bookkeeping; basic business/economics; business communications; business data processing; business math; shorthand; and typewriting and word processing. Research related to the philosophy and general objectives of business education, the educational environment of business programs, and the social and business environment affecting business education is reviewed in separate sections. Career education, and student professional organisations are also treated separately. All content areas are broken down into various sub-areas, such as objectives, curriculum, technology, teaching methods, and evaluation. This report describes a preliminary evaluation of an instructional method called cognitive apprenticeship. The results indicate that even when relatively untrained teachers use the cognitive apprenticeship approach, students can be expected to perform as well as students who are taught through a more traditional approach. However the generalisability of the findings from this experimental study are limited due to the small sample size and the single data colllection site. Show less

Prompted by federal legislation, particularly the 1990 Perkins Amendments, State authorities in the United States of America (USA) embarked on the process of designing new school-to-work systems in secondary schools and two-year colleges. This report supports this process by presenting results from research on existing school-to-work programs in the USA. It begins with a brief discussion of the difficulties of school to work transition and the elements of school-to-work programs. It is suggested that school-to-work systems must prepare young people for their first jobs and, in addition, for continued learning and career transitions throughout their lives. The report then examines two types of programs: school-and-work arrangements, characterised as school-supervised work experience, which allow students to work and attend school during the same time period and include cooperative education (co-op) programs, new youth apprenticeships, and school-based enterprises; and, school-for-work programs, including traditional and newer forms of vocational education, which provide instruction specifically preparing students for work. The report also includes a section summarising a selection of programs for young people not attending school, such as the Job Corps. The authors conclude by examining the relevance of vocational education to subsequent employment and the implications of the research for states designing new school-to-work systems. One important issue is whether to design systems only for students not expected to attend college, or to include within systems those students who may attend a four-year college or university. Appendices contain examples of school-to-work programs, program elements, and program names and locations. A list of references and a bibliography are included.
