For many years, labour-intensive technology was considered the only acceptable technology for labour-surplus situations in the majority of the Asian developing economies. Some countries, particularly in South Asia, were openly against accepting technology that displaced labour, as compared to others which were pursuing an export-led growth path. Such technology was also quite costly in the 1950s. Simple technological progress, like office automation, came much later. On the other hand, newly-industrialising countries and some fast growing economies have been deliberately adopting technology and seem to have fared better, not only in accelerating economic growth, but also in promoting employment. This publication attempts to provide a response to the seemingly intractable dilemma faced by many developing countries in the Asia-Pacific region of whether to promote the use, adoption, and adaptation of advanced technology in the production processes and, if so, how to deal with its adverse consequences on employment. This chapter provides a brief overview of the types of literacy and basic educational programs available in Bangladesh, including a historical perspective and a description of current programs. The chapter suggests that the limited outreach of current programs could be improved and expanded by the use of open and distance learning methods and practices. The chapter concludes with a proposed structure for large-scale delivery using distance education methods, a curriculum for training educators and recommendations for moving from traditional training methods to distance education methods.

Thirty-one per cent of the population in Bangladesh lives below the international poverty line (US$1.25 per day). This means every third person is struggling every day to survive. Poverty causes flow-on effects as well, on global problems such as conflict, crime and environmental degradation. Training and skill development offers a way to address the needs of Bangladesh's huge and expanding population by providing skills to enhance employability and reduce poverty by ensuring safe and decent work for all. The recent approval by the Government of Bangladesh of the National Skills Development Policy is a major milestone in the country's history. To build on that framework and ensure that reform happens, there is a lot more to be done. This document presents a vision of what Bangladesh's technical and vocational education and training (TVET) system could look like in 2016.

This report provides a comparative framework of the skills and qualifications of the existing and future migrant workers in South Asia. It is aimed at bringing equal opportunities and fairness in the recruitment process and remunerations linked with it. It also captures the process undertaken to develop the framework. This feasibility study was commissioned by ILO Decent Work Technical Support Team for South Asia and was based on several of the national, regional and global discussions on labour migration, recommending the development of a regional framework to recognize qualifications across borders as a means to facilitate and improve outcomes of labour mobility. The framework will enable employers in countries of destination to compare qualifications of the workers across several countries of origin, and to implement evidence-based selection procedures. A regional framework will also contribute to a more level playing field that is based on the competency of the workers, and not their ability to pay high recruitment fees. The framework will be the basis for the development of the recommended mechanism that will enable the mobility of workers, contributing to ongoing initiatives to further strengthen good governance of labour migration.
This report is in four parts: Part A outlines an overview of regional qualifications frameworks. Part B outlines a summary of the findings of the desk review, survey and initial interviews in relation to the current status of national qualifications frameworks and quality assurance in South Asian member states. Part C outlines the findings of the second interviews including: roadmap with broad timelines and milestones; identified synergies or connections within the region; broad estimation of scope of work and costs; and pre-conditions to formulating and establishing a regional qualifications framework. Part D includes brief feedback from the interviewees in relation to the draft Concept Paper for the South Asian Qualifications Reference Framework (SAQRF). Appendix 2 includes a draft of the SAQRF. This draft reflects changes as the result of the consultations, and reflects the current status of South Asia in terms of quality assurance and linkages with other regional frameworks. It provides the basis for establishing governance arrangements and focuses on key structures within the proposed SAQRF.

The Global Employment Policy Review (GEPR) is a biennial publication prepared by the Employment Policy Department of the International Labour Organization (ILO). The Global Employment Policy Review (GEPR) examines trends in employment policies while at the same time presenting new and innovative solutions to the challenges of policy design and implementation. In this first edition, the report focuses on the issue of structural transformation. This review comes at a time when the world is looking for medium- to long term solutions to not only overcome the current crisis caused by the [Coronavirus Disease 2019] COVID-19 pandemic but also to build back better.
Chapter 1, 'Industrial policies for structural transformation: processes, institutions and methods' by David Kucera, Dorothea Schmidt-Klau and Johannes Weiss, identifies three methods for providing guidance on identifying promising products and corresponding sectors to promote export expansion and structural transformation. The comparative analysis of these three methods, accompanied by in-depth country studies, show that that structural transformation should not be viewed as an end in itself but as a means to create more and better jobs, that is 'decent work'. Chapter 2, 'Making trade more employment-friendly: the role of skills policies' by Cornelius Gregg, Bolormaa Tumurchudur-Klok and Olga Strietska-Ilina, starts by exploring what is known about skills and trade, reviews the connection between skills and trade, assesses the influence of skills in achieving a level playing field in international trade, and considers how to respond to trade-related changes in skills demand.
Chapter 3, 'The contribution of employment-intensive investment programmes to structural economic transformation for peace and resilience' by Mito Tsukamoto and Anna McCord, outlines the potential of employment intensive investment programmes (EIIPs) for responding to profound changes in an increasingly globalized economic system, which has left millions of workers either surplus to the requirements of the labour market or engaged in it yet unable to earn a decent living wage. Chapter 4, 'National employment policies and environmental sustainability: forging stronger ties' by Valter Nebuloni, Christoph Ernst and Daniele Epifanio, provides a brief introduction on climate change and the transition to a green and fair economy, then reviews the interdependencies and transmission channels among the environmental, social and economic spheres, also introducing the green jobs concept, and it considers national employment policies (NEPs) and other policy frameworks and measures for promoting employment, while addressing the effects of climate change.
Chapter 5, 'Pathways to formality: Comparing policy approaches in Africa, Asia and Latin America' by Juan Chacaltana and Vicky Leung, explores the regional dimension of formalization policies, focusing on Africa, Asia and Latin America and the Caribbean, where informality rates range above 50 per cent of total employment. Given the vast heterogeneity of informality, it is clear that there is no 'silver bullet' solution for the transition to formality and that multiple and coordinated interventions are needed (integrated approach).

The prime objective of this study was to assess the impact of training needs assessment (TNA) on the performance of the employees who were employed in the telecommunication sector in Bangladesh. Primary data were collected from the employees of the commercial department of two telecommunication companies. A total of 136 employees were selected using the Simple Random Sampling (SRS) technique. Ordinary Least Square (OLS) technique was applied to assess the impact of TNA on employees' performance. This study showed that TNA played a positive role in improving employees' performance.
