The text is written only in French. This document is the final report of a seminar for key personnel from francophone African countries held in Ouagadougou, Burkina Faso, 10-14 February 1997. It presents experience of co-operation between technical and vocational education and the world of work in Benin, Burkina Faso, Cameroon, Chad, Mauritania, Niger, Senegal and Togo. This paper provides an overview of vocationally-oriented higher education institutions in Japan and South Korea, known as senmongakko and jeonmun daehack respectively. These institutions were surprisingly competitive against universities in the 1990s and early 2000s, although they currently seem to be losing this competitive edge, mainly due to the increasing vocationalisation of the curriculum in the mainstream universities. Despite their significance for understanding the higher education systems in both Japan and South Korea, very little (and virtually nothing of an academic nature) has been published about the vocationally-oriented higher institutions. The paper seeks to locate senmongakko and jeonmun daehack in a historical, comparative and organisational framework.

This convention was adopted by the General Conference of UNESCO at its twenty-fifth session in Paris, 10 November 1989. The fifteen articles outline the conditions under which the contracting states agree to develop policies relating to technical and further education. These conditions include agreements to: facilitate international co-operation; ensure adequate standards; take account of the educational, cultural and social background of the population; and ensure that individuals are not discriminated against. The aim of the Second International Congress on Technical and Vocational Education was to present UNESCO’s Member States with a forum to define technical and vocational education (TVE) policy to address the employment and other socio-economic challenges of the first few years of the 21st century. More than 700 representatives met to determine how TVE should adapt to the likely technological developments and social phenomena of the era and this document presents the recommendations under the six themes of the Congress. The themes are: The changing demands of the twenty-first century: challenges to technical and vocational education; Improving systems providing education and training throughout life; Innovating the education and training process; Technical and vocational education for all; Changing roles of government and other stakeholders; Enhancing international co-operation in technical and vocational education.

Youth employability and green skills are at the core of UNESCO-UNEVOC's activities. This is why UNESCO-UNEVOC has been collecting 'promising practices' in technical and vocational education and training (TVET) from UNEVOC Network members. These promising practices illustrate how UNEVOC Network members from around the world are using technical and vocational skills to address two major global challenges that are affecting every country in the world, and are therefore high up on the post-2015 development agenda: making youth employable and achieving sustainable development. All UNEVOC Network members were invited to showcase how TVET is being oriented to the demands of greening the economy and addressing youth unemployment at the level of their school or institution, their region or their country. The aim of this exercise was to share knowledge of established innovative practices – 'success stories' – that have proven to be effective and that promote TVET in some profound way, either within a particular TVET sub-sector or at local, regional or national level. The submissions were reviewed in terms of their impact, innovation and potential for replication using a conceptual framework specifically developed for identifying and analysing promising practices. Some of the most promising, interesting and inspiring practices on each of the two themes – green skills and youth employment – are published in this booklet.
