Facing a youth bulge - a large influx of a young labor force - the Pakistani economy needs to create more jobs by taking advantage of this relatively well-educated young labor force. Yet, the educated young labor force suffers a higher unemployment rate, and there is a concern that the current education and training system in the country does not respond to skill demands in the private sector. This paper provides new descriptives about labor markets, particularly skill demand and supply, by using online job portal data. The paper finds that although there is an excess supply of highly educated workers, certain industries, such as information and communications technology, lack workers who have specialized skills and experience. The analysis also finds that the exact match of qualifications and skills is important for employers. Job applicants who are underqualified or overqualified for job posts are less likely to be shortlisted than those whose qualifications exactly match job requirements.

This paper addresses the economic impact of the labor force training program (PAFPA) developed for the informal sector in Cote d'Ivoire. The data contain a subsample of the participants in the agricultural sector, tailoring sector, and the electronics sector and a comparable control group of nonparticipants. The data have been analyzed by use of standard program evaluation tools, namely difference-in-difference estimators, in order to detect potential program impacts. We find positive economic impacts as a result of training received for some groups, namely women, the agricultural and electronics sectors, firms employing 1-3 individuals and firms with 10 or more employees.

Educators believe that they are adequately preparing youth for the labor market while at the same time employers lament the students' lack of skills. A possible source of the mismatch in perceptions is that employers and educators have different understandings of the types of skills valued in the labor market. Using economics and psychology literature to define four skills sets - socio-emotional, higher-order cognitive, basic cognitive, and technical - this paper reviews the literature that quantitatively measures employer skill demand, as reported in a preference survey. A sample of 27 studies reveals remarkable consistency across the world in the skills demanded by employers. While employers value all skill sets, there is a greater demand for socio-emotional skills and higher-order cognitive skills than for basic cognitive or technical skills. These results are robust across region, industry, occupation, and education level. Employers perceive that the greatest skills gaps are in socio-emotional and higher-order cognitive skills.

These findings suggest the need to re-conceptualize the public sector's role in preparing children for a future labor market. Namely, technical training is not equivalent to job training; instead, a broad range of skills, many of which are best taught long before labor market entry, should be included in school curricula from the earliest ages. The skills most demanded by employers - higher-order cognitive skills and socio-emotional skills - are largely learned or refined in adolescence, arguing for a general education well into secondary school until these skills are formed. Finally, the public sector can provide programming and incentives to non-school actors, namely parents and employers, to encourage them to invest in the skills development process.

Jobs are the number one policy concern of policy makers in many countries. The global financial crisis, rising demographic pressures, high unemployment rates, and concerns over automation all make it seem imperative that policy makers employ increasingly more active labor market policies. This paper critically examines recent evaluations of labor market policies that have provided vocational training, wage subsidies, job search assistance, and assistance moving to argue that many active labor market policies are much less effective than policymakers typically assume.

Many of these evaluations find no significant impacts on either employment or earnings. One reason is that urban labor markets appear to work reasonably well in many cases, with fewer market failures than is often thought. As a result, there is less of a role for many traditional active labor market policies than is common practice. The review then discusses examples of job creation policies that do seem to offer promise, and concludes with lessons for impact evaluation and policy is this area.

Using recent matched employer-employee data from the manufacturing sector in 20 Sub-Saharan African countries, the authors analyze how the supply of skills and legal origin of the country affect the wage setting process. The wage analysis yields three main findings. First, increasing returns to education, especially for older workers, suggest that the expansion of education in Africa has reduced returns to education for entrants in the labor market. Second, age effects matter not just for returns to education, but also for the wage setting process more generally. In particular, in civil-law countries, returns to seniority are rewarded only after a certain age. Third, workers exercise some power in the wage setting process but their influence varies by linguistic group. In common-law countries, union presence benefits all workers equally, not just members, whereas in civil-law countries, only older members enjoy higher wages. The authors also contrast wage premia with relative marginal productivities for different age, occupation, and education categories. The findings show that in general, older, highly educated, and highly ranked workers receive wage premia that do not reflect a higher relative marginal productivity.

This paper examines whether export participation matters for job training. The paper draws on longitudinal worker-firm data for Brazilian manufacturing, linked with detailed records on training activity from the main provider. The analysis uses industry-specific exchange rate movements to generate exogenous variation in export status at the firm-level. The findings indicate that export participation tends to increase the share of workers who receive technical upgrading. The results also reveal that technical upgrading has positive returns to trainees within exporting firms. These findings support the hypothesis that exporting requires skill upgrading, and suggest that this is partially achieved by training firms' existing workforce.

Using survey data from the Indonesian manufacturing industry, this paper investigates the impact of minimum wage on employment and wages offered by Indonesian manufacturing firms from 1993 to 2006. It shows that the estimated effects of minimum wage on employment are positive within a province (i.e. with province fixed effects), but negative within a firm (i.e. with firm fixed effects), indicating the importance of using firm panel data to reduce the endogeneity bias in estimates. It finds significant heterogeneous effects of minimum-wage changes on employment. The employment effects of minimum wages are significant and negative among small firms and less educated workers, but not among large firms and workers with high school education and above. The negative employment impact is more severe for non-production workers than for production workers. The analysis also shows that the minimum wage disproportionally affects women: most of the non-production job losses are experienced by female workers. Lastly, the paper finds that the minimum wage is more correlated with the average wage of small firms than that of large firms, suggesting that minimum wages are more binding in small firms.

In this working paper, the author investigates the effects of technology on the employment and wages of differently skilled Mexican manufacturing workers using firm panel data from 1992-99. The relationship between technology and skill demand is analysed and findings support the skill-biased technical change hypothesis. The temporal relationship of technology adoption to firm productivity and worker wages is then examined and it is revealed that skilled labour increases after technology adoption. In addition, the wages of both skilled and semi-skilled workers exhibit markedly increased growth rates compared with the growth rate of low-skilled workers. The results show that investment in human capital improves technology-driven productivity gains. Show less

Female labor force participation rates in urban India between 1987 and 2011 are surprisingly low and have stagnated since the late 1980s. Despite rising growth, fertility decline, and rising wages and education levels, married women's labor force participation hovered around 18 per cent. Analysis of five large cross-sectional micro surveys shows that a combination of supply and demand effects have contributed to this stagnation. The main supply side factors are rising household incomes and husband's education as well as the falling selectivity of highly educated women. On the demand side, the sectors that draw in female workers have expanded least, so that changes in the sectoral structure of employment alone would have actually led to declining participation rates.

Economists and other social scientists are increasingly using big data analytics to address longstanding economic questions and complement existing information sources. Big data produced by online platforms can yield a wealth of diverse, highly granular, multidimensional information with a variety of potential applications. This paper examines how online job-portal data can be used as a basis for policy-relevant research in the fields of labor economics and workforce skills development, through an empirical analysis of information generated by Babajob, an online Indian job portal. The analysis highlights five key areas where online job-portal data can contribute to the development of labor market policies and analytical knowledge: (1) labor market monitoring and analysis; (2) assessing demand for workforce skills; (3) observing job-search behavior and improving skills matching; (4) predictive analysis of skills demand; and (5) experimental studies. The unique nature of the data produced by online job-search portals allows for the application of diverse analytical methodologies, including descriptive data analysis, time-series analysis, text analysis, predictive analysis, and transactional data analysis.

This paper is intended to contribute to the academic literature and the development of public policies. It contributes to the literature on labor economics through application of big data analytics to real-world data. The analysis also provides a unique case study on labor market data analytics in a developing-country context in South Asia. Finally, the report examines the potential for using big data to improve the design and implementation of labor market policies and promote demand-driven skills development.
