Developing countries invest in training skilled workers and can lose part of their investment if those workers emigrate. One response is for the destination countries to design ways to participate in financing skilled emigrants' training before they migrate - linking skill creation and skill mobility. Such designs can learn from the experience of the Australian-aid-funded Australia-Pacific Technical College (APTC). The APTC is financing and conducting vocational training in five Pacific island developing countries for thousands of workers with the objective of providing them with opportunities to find employment at home and abroad - including in Australia. With thousands of graduates across the region the APTC has attained its goal of skill creation, but has not attained its goal of skill mobility. This paper establishes and explains this finding, and draws lessons for future initiatives that may seek to link skill creation with higher levels of skill mobility.

The design, development and integration of technical and vocational education and training (TVET) courses by the University of the South Pacific (USP) poses several core challenges in terms of designing the course package to be published as an Open Education Resource (OER), up-skilling the instructional designers to design competency-based distance TVET courses and effectively incorporating it in a higher education institution. While USP's Strategic Plan 2013-2018 emphatically supports TVET, the process of operationalising the objectives has exposed several problem areas.
This paper focuses specifically on the challenges of designing and delivering competency-based, distance, TVET materials to USP's regional students spread over an area of 33,000,000 [square kilometres] of ocean. Prominent among these challenges are the infancy of TVET design knowledge at a higher education institution like USP, over 200 active, indigenous language communities learning in one language (English), limited [Information and communications technology] ICT infrastructure and hugely diverse social and economic backgrounds.

This paper reports on an [Asian and Pacific Skill Development Programme] APSDEP project to examine common laws regulating and coordinating the provision of technical and vocational education and training (TVET) in the Asia-Pacific region. It compares and summarises the legislation, ordinances, regulations and guidelines provided by the following 18 countries: Australia, Bangladesh, Cambodia, Fiji, Hong Kong, India, Indonesia, Iran, Japan, Korea, Malaysia, Nepal, New Zealand, Pakistan, the Philippines, Singapore, Sri Lanka and Thailand. The author presents the comparisons through six main themes: managing TVET, institutional TVET, work-based TVET, TVET for disadvantaged clients, funding TVET and recognising TVET. He concludes with a brief description of the trends and patterns emerging from the review - dual systems, flexible coverage, levy funding, and mixed and competitive public and private provision. This policy brief highlights how the Pacific Islands are at a crossroads where better jobs can be developed in response to climate change. It also outlines how the Pacific region could transform itself through job creation related to areas of climate change mitigation; if the local populations, especially younger people, are given the right skills and training. Future jobs should also be created in line with the guiding principles of a just transition, which are designed to promote decent work on a large scale and to ensure that social protection for vulnerable employees operates where needed.

In 2014, the European Union signed an agreement of delegated cooperation with the Australian Government for the implementation of the Training Support to the Fijian Sugarcane Industry project, complementing the Accompanying Measures for Sugar Protocol Programme. The project aimed at improving the livelihoods of the sugarcane dependent population by promoting income generation through sugarcane farming or supplementary livelihoods. Given the European Union sugar preferential pricing system ends in October 2017, Fiji will enter a more competitive global market. The Training Support to the Fijian Sugarcane Industry project focused on enhancing human resource capacity and complemented the efforts of all the stakeholders to strengthen the competitiveness of the sugarcane sector. The European Union contributed EUR 4 million (FJD 9.4 million) towards the implementation of the project. The Australian Government engaged the Australia-Pacific Technical College to deliver vocational education and training. Through the project, the Australia-Pacific Technical College engaged with sugar industry stakeholders to ensure the training delivered addressed skills gaps in the Fiji sugarcane industry.
