This paper addressed the issues of how the National Training Board (NTB) should go about its tasks and what its priorities should be, through a clarification of the concept of national skill standards, their content and nature, and the principles which the Board should adopt in examining and ratifying the skill standards proposed by industry.

The principal matters discussed are: the choice of a standards framework for Australia; the process and methodology by which standards should be developed; the format and content of standards, and; quality assurance matters. Show less

The National Training Board (NTB) was established in April 1990 to take responsibility for the setting of national skill standards. Its main role was to assist industry to develop and then endorse national competency standards for occupations and classifications in industry or enterprise awards or agreements as the basis for the introduction of competency-based training (CBT). The second report describes progress during the Board's first full year of operations. The NTB's functions were absorbed by the Standards and Curriculum Council of the Australian National Training Authority (ANTA) in 1995. Show less

This book was published in conjunction with the conference Global Competencies, Workplace Outcomes, held in Sydney in March 1995. It is intended to showcase the successes of Australia's industry and enterprise Competency Standards Bodies in partnership with the National Training Board (NTB). It uses Australian works of art depicting wartime industry, taking as its theme the contrast between past achievement and future promise. There is a brief discussion of each industry, with an indication of the endorsed standards for that industry, and a contact person included for the training advisory body. Show less

NTB Network is a newsletter produced by the National Training Board and focuses on training and national competency standards for occupations and classifications in industry or enterprise awards or agreements. Contents can cover industry updates, training reforms and the vocational education and training system, networking events, project updates, overseas developments, and resource reviews.

Number 17, June 1995 is the last edition of NTB Network. MINCO at its May meeting agreed that the functions of ACTRAC and the NTB be subsumed into a new Standards and Curriculum Council within ANTA from 1 July. The Council will also have new functions relating to NFROT, assessment, and national qualifications. The new structure is an important and welcome step toward achieving the goals of a national training system responsive to industry and enterprise needs. Processes to enable the transition to proceed smoothly are well advanced. The Board's assets, records, and staff will transfer to ANTA and the Council on 1 July. The Council will have a new office in Melbourne in addition to the Board's present offices in Canberra. Although its business will have moved to ANTA, the NTB will continue to legally exist for a few months whilst the necessary steps are taken to place the company into voluntary liquidation, probably in September.

This document reports on a project that undertook further work to articulate the principles by which key competencies may be incorporated into industry competency standards. It proposes that the process of incorporating key competencies into standards involves mapping key competencies onto units of competency which is encapsulated by a number of principles. Show less
