This paper was presented at the UNESCO-sponsored Second International Congress on Technical and Vocational Education. It focuses on the present status of the technical and vocational education (TVE) system in Bangladesh, some recent changes and initiatives. TVE is offered at both secondary and post-secondary levels and accreditation is awarded by the Bangladesh Technical Education Board (BTEB). The paper explains the vocational education, vocational training, business education and teacher education programs and the degree level programs. The final section deals with the National Education Policy 1997 and the priority given to an expansion and modernisation of TVE, including improved teacher training and new and restructured courses. Lifelong learning and training is seen as vital in helping Bangladesh meet the challenges of the twenty-first century.

The impact of the skills development project (SDP) (the Project) will be the development of more skilled and semi-skilled workers who will contribute to economic growth and social development. The Project supports the Government’s National Poverty Reduction Strategy (NPRS) to reduce poverty and promote economic growth by providing market-relevant skills training to more Bangladeshis, including the poor and the disadvantaged. The Project’s envisioned outcome is improved access by various prospective trainees to and strengthened capacity of the technical and vocational education and training (TVET) system in providing skills training responsive to labor market needs. The Project will have three outputs: (i) enhanced relevance of TVET programs to the labor market; (ii) improved capacity for and quality of TVET delivery; and (iii) increased access to good quality and relevant skill training.

The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 per cent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 per cent higher if barriers to mobility were reduced for skilled workers and an additional 29 per cent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

As one of the main outputs of UNESCO Bangkok's project Transforming Education and Training Systems to Create Lifelong Learning Societies in the Asia-Pacific supported by the Japanese-Funds-in-Trust, this booklet was synthesized based on the comprehensive education sector review on lifelong learning in selected Asian countries, relevant researches and technical inputs of the national experts provided during the two consultation meetings held in Bangkok, Thailand.

Enhancing the quality of polytechnic graduates is one of the major goals of the Bangladesh Technical Education Board. This paper presents the current status of the Diploma-in-Engineering curriculum and student assessment practices at polytechnics in Bangladesh. The qualitative methodology was used to analyze and explain the data. It was found that the curriculum focuses mainly on theoretical matters and does not foster enough the trainees' knowledge transfer capability. In order to optimize the curriculum content, particularly in terms of job market requirements, some recommendations were made based on these findings.

Tripartite Sector Skills Bodies (SSBs) aim to increase and strengthen the involvement of industry, both employers and workers, in the way skill systems are governed and operate. SSBs have a long history in many countries and are now attracting renewed attention as more countries adopt a sectoral approach to skills development. Drawing on existing research on SSBs and ongoing ILO country level support to constituents as they establish or review sector skills bodies, this policy brief outlines some of the issues that need to be addressed when establishing and operating SSBs. The brief examines the different mandates and structures that have been adopted internationally and presents a number of key actions that will improve the likelihood of sustainable SSBs being established.

It also aims to facilitate the alignment of the ILO's skills-related work with the 2030 Agenda for Sustainable Development and informs the development of the strategic plan 2018-21. The evaluation identifies recommendations for improving the ILO's skills-related work and reflects on lessons learned and emerging good practices in an effort to contribute to organizational learning.

This paper reports on an [Asian and Pacific Skill Development Programme] APSDEP project to examine common laws regulating and coordinating the provision of technical and vocational education and training (TVET) in the Asia-Pacific region. It compares and summarises the legislation, ordinances, regulations and guidelines provided by the following 18 countries: Australia, Bangladesh, Cambodia, Fiji, Hong Kong, India, Indonesia, Iran, Japan, Korea, Malaysia, Nepal, New Zealand, Pakistan, the Philippines, Singapore, Sri Lanka and Thailand. The author presents the comparisons through six main themes: managing TVET, institutional TVET, work-based TVET, TVET for disadvantaged clients, funding TVET and recognising TVET. He concludes with a brief description of the trends and patterns emerging from the review - dual systems, flexible coverage, levy funding, and mixed and competitive public and private provision. To assist member states in building a knowledge base on youth employment, the ILO has designed the school-to-work transition survey (SWTS). The SWTS is a unique survey instrument that generates relevant labour market information on young people aged 15 to 29 years. The survey captures longitudinal information on transitions within the labour market, thus providing evidence of the increasingly tentative and indirect paths to decent and productive employment that today's young men and women face.
These short country summaries present the main findings of two rounds of school-to-work transition surveys (SWTS) along with a selection of key output tables.
