This paper looks at the development of new policy directions in vocational and technical education and training (VTET) in Korea. The objective function on three levels: (1) individual level, the encouragement of self-initiated learning; (2) society level, the creation of an ability-based society; and (3) nation level, the construction of a knowledge-based nation. New policies directions, including the provision of varied training opportunities, the construction of a flexible learning path, the strengthening of the connections between work and learning, and the construction of an efficient system by role sharing, are described. The role of stakeholders in the new VTET system is discussed and the qualification system in Korea is outlined. There is a section on international recognition of technical qualifications, and a final section briefly reviewing areas for future improvement, which include: the development of a national skills standard system that corresponds to the national skill levels defined by international standards, the development of new qualifications in the field of information technology (IT) that can serve the emerging needs of industry, the construction of an infrastructure for the national qualification examinations including the development and introduction of online examination and scoring systems and finally the establishment of a system of close cooperation between the government, industry, education and training institutes and the labour community.

While countries often face similar challenges in the field of technical and vocational education and training (TVET), their approach for coming up with suitable solutions is often done independently from their immediate neighbours in the region. To promote increased cooperation and dialogue, the UNESCO-UNEVOC International Centre, in partnership with the Section for TVET, Asia-Pacific Programme for Educational Innovation for Development (APEID) of the UNESCO-Bangkok Office and with the cooperation of the Department of Vocational Education (DOVE) of the Ministry of Education in Thailand, organised a planning meeting of regional resource persons in the field of TVET. This meeting, which took place in Bangkok in May 2002, was attended by experts from Cambodia, Lao People's Democratic Republic, Malaysia, Nepal, the Philippines, Sri Lanka, Thailand and Viet Nam. Individual presentations on national challenges in the field of TVET were made by participants and these were followed by small group discussions that identified a range of common issues, concerns and challenges in this field.

The Colombo Plan, an intergovernmental regional organisation focusing on social development, established the Colombo Plan Staff College (CPSC) for Technician Education in 1973 to assist regional member countries in improving the quality of their technical and vocational education (TVE). This paper presents the issues, challenges, policy directions and strategy developments in TVE confronting the Colombo Plan member countries. Challenges include: dwindling financial support; sub-standard training facilities; lack of qualified staff; lack of training and skills standards; weak linkage with the private sector; and supply-orientation of TVE planning.

Vocational and technical education and training (VTET) is undergoing reform in Vietnam. This paper gives an overview of the current status of VTET policy in Vietnam, looking at qualification, testing, certification and accreditation, VTET articulation, and linkage between VTET and industry.

This publication reviews trends of access and equity in education in the developing member countries (DMCs) of the Asian Development Bank (ADB). These trends are also explored by country to clarify various aspects and degrees of access and equity that can be related to characteristics of economic and human development. The review acknowledges the important role of education in economic development and in the improvement of social equity. The first four major sections analyse various aspects of access and equity in DMCs over the last 20 years. The framework of analysis follows these social equity indicators: gender-related equity; income-related equity; regional-related equity; and sociocultural-related equity. Patterns of access and equity by country groupings are explored. DMCs are categorised into three major groups based on their Human Development Index (HDI), Gender-related Development Index (GDI), and Gross National Product (GNP) per capita. These indicators are adopted in order to permit understanding of the interrelationship between economic development, human development, and education opportunities. The review finds that, in general, the high-performing Asian economies (HPAEs) are located in East Asia, and the obviously low-performing economies are located mainly in South Asia. However, the less distinctive high-performing or low-performing economies, and those in the middle range, are more difficult to distinguish. Show less

The workshop provided an opportunity to discuss approaches and strategies to assist sending countries have their workers’ skills recognized, such as through the development of regional model competency standards, which together with the relevant Korean skills standards, can be used in bilateral negotiations. This report summarises the ideas and opportunities identified through the workshop.

In this chapter, the author expresses his belief that, in order to support the type of education required in the 21st century, priority should be given to the support of teachers in their work and programs aimed at improving the quality of teaching and the status of teachers. The chapter contains a review of what is known about teachers and teaching in a changing world and reflections on what is needed to help the teaching profession confront the challenges facing education in the 21st century.

The Asia-Pacific Economic Cooperation High Level Meeting on Human Capacity Building (APEC HCB) was held in Beijing, China on 15-16 May 2001, providing an opportunity for Ministers and senior officials to have face-to-face dialogue with business executives and experts from education and training sectors on human capacity building. The theme for this meeting was 'New economy, new strategy: cooperation and innovations to build human capacity for common prosperity'. This document is presented in five parts: part one contains the two key addresses delivered by the leaders of China and Brunei Darussalam; part two outlines the Beijing Initiative on APEC Human Capacity Building which was adopted by the meeting; parts three and four contain remarks made by the Minister of Personnel and the Vice Premier of the People's Republic of China respectively; and part five contains the program and list of key participants.
