This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

Policy dialogue in vocational education: what role for civil society organisations?: a pilot survey in the Southern and Eastern Mediterranean

Developments in vocational education and training (VET) intersect with social, economic and labour market policies, impacting young people and adults, as well as the employed and the unemployed. Governments across countries establish dialogue and cooperation with a wide variety of stakeholders to respond to the diverse needs of these groups through formal and non-formal learning. This paper investigates the specific role of civil society organisations in the VET policy cycle and governance ecosystem, drawing on the results of an ETF pilot survey carried out in 2018 in a selected group of countries from the Southern and Eastern Mediterranean - Algeria, Israel, Jordan, Lebanon, Morocco, Palestine and Tunisia.
Whereas the role of the government and social partners, as well as that of the private sector and VET training providers, in such a multilevel governance set-up has been relatively well defined, the nature of CSOs' contribution is less clear-cut. To better understand the added value of the CSOs' role in the multilevel governance of VET, their contribution can be contextualised in the following phases: (a) strategy formulation and policy design; (b) training provision and monitoring; and (c) policy evaluation and review. The EU considers CSOs to include all non-state, not-for-profit structures (non-partisan and non-violent), through which people organise to pursue shared objectives and ideals, whether political, cultural, social or economic. They include membership-based, cause-based and service-oriented CSOs. Among them are community-based organisations, NGOs, faith-based organisations, foundations, research institutions, gender and LGBT (lesbian, gay, bisexual, and transgender) organisations, cooperatives, professional and business associations, and the not-for-profit media. Trade unions and employers' organisations, the so-called social partners, constitute a specific category within civil society. For the sake of this study, social partners are viewed as traditionally playing a role within a structured tripartite policy environment of training and employment, while CSOs (as defined above) rarely do.
The report concludes that CSOs have an acknowledged role to play as non-state actors in terms of VET policy shaping, and are equally making a valuable contribution in terms of implementing of high-quality, innovative and relevant VET training and providing employment services in the region. However, CSOs' role in terms of reviewing training provision and holding the public VET service providers accountable is clearly underdeveloped in the region. The report recommends raising awareness around the demonstrated added value that CSOs already bring to the table and how they could be contributing even more if allowed greater participation in the VET policy environment. It also suggests developing a wider understanding of CSOs' involvement in the VET policy cycle through further research.

This report provides an account of recent developments in Europe and in the Mediterranean region in the field of qualifications and the recognition of qualifications. It concerns the internal and international recognition of qualifications, providing an analysis of why the recognition of qualifications has become an important issue on policy agendas, what the challenges are, and how countries and territories in the Middle East and North Africa, and elsewhere, are responding. The conclusions reached will focus on national and international issues facing countries and territories in the Mediterranean region, reforms that are underway and further steps that can be taken. Chapter two of the report sets out the main factors that are motivating or driving an increased interest in the region in improving the recognition of qualifications. Chapter three describes how global factors (such as inward investment and migration in internationalised labour markets) and international and European policy responses (such as the Bologna process for higher education and the establishment of the European Qualifications Framework (EQF)) are influencing policies for qualifications development in the Mediterranean region. Chapter four turns the spotlight directly onto qualifications reform in the region. The chapter explores how (and why) governments and stakeholders in the region are seeking to make their qualifications more legible, more coherent and of better quality. While examples will be drawn from across the region, the chapter pays particular attention to the widely shared policy interest in national qualifications frameworks (NQFs), and to developments in the four countries in the region that are involved in the current ETF NQF project.

Irregular migration became an alarming issue over the last decade for both developed and developing countries. A prevailing assumption in migration policy is that labor market and institutional characteristics play a crucial role in pushing people to leave their home countries in search for better life prospects. This paper examines this hypothesis using a unique dataset covering young people aged 15 to 29 from five major MENA countries from the year 2016. Using a probit model, the paper finds that labor market drivers (unemployment, job sector, social security, contract type) are of great importance for the decision to migrate irregularly amongst the youth in the MENA region and that the quality of institutions matters. In addition, the lack of wealth and economic opportunities enhance their willingness to engage in irregular migration.

This study assesses the extent of informal employment and vulnerability among the most deprived Lebanese citizens, and the Syrian and Palestinian refugees living in Lebanon, through the analysis of representative survey data on employment and labour market conditions of these three population sub-groups. A sample of vulnerable households of Lebanese, Syrians and Palestinians was selected from the 251 most vulnerable cadastres in Lebanon - home to 87 per cent of displaced Syrians and Palestinian refugees, and 67 per cent of deprived Lebanese, as identified by the 2015 United Nations inter-agency assessment, and reported in the Lebanon Crisis Response Plan 2017-2020. The survey was complemented with data from focus group discussions (FGDs) and key informant interviews (KIIs) to better understand the context and assess the demand side of the Lebanese labour market.
The study examines a number of factors, such as informality, that impact on vulnerable people's ability to work and support themselves. The intention is to support the development and provision of effective policies that take into account demand- and supply-side challenges. Findings show that the compound effects of economic and labour market shocks brought on by currency depreciation, concomitant high levels of inflation, the [Coronavirus Disease 2019] COVID-19 pandemic and the Port of Beirut explosion, have deepened levels of vulnerability and informal employment among these already distressed communities. This report is organized in three parts. Part A provides the background and describes the methodology of both the field survey and the FGDs. Part B presents the survey findings according to key topics related to demographics, education, labour force and labour underutilization, labour demand, working conditions, youth and the labour market, employment characteristics, the prevalence of informality, and the labour market repercussions of the COVID-19 pandemic and the economic crisis. The third part offers conclusions and policy recommendations, based on the findings of the survey and FGDs.

Tripartite Sector Skills Bodies (SSBs) aim to increase and strengthen the involvement of industry, both employers and workers, in the way skill systems are governed and operate. SSBs have a long history in many countries and are now attracting renewed attention as more countries adopt a sectoral approach to skills development. Drawing on existing research on SSBs and ongoing ILO country level support to constituents as they establish or review sector skills bodies, this policy brief outlines some of the issues that need to be addressed when establishing and operating SSBs. The brief examines the different mandates and structures that have been adopted internationally and presents a number of key actions that will improve the likelihood of sustainable SSBs being established.

To assist member states in building a knowledge base on youth employment, the ILO has designed the school-to-work transition survey (SWTS). The SWTS is a unique survey instrument that generates relevant labour market information on young people aged 15 to 29 years. The working world is changing. This study, which analyses the key labour market determinants of migration flows from selected Arab Mediterranean countries [AMCs] (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia and the Occupied Palestinian Territories) finds that employment in AMCs is a major challenge for the region, and for Europe, in the next 10 to 15 years. Immediate action is needed because the status quo risks causing permanent damage to the development prospects of those countries. The AMCs’ public policies are currently ill equipped to face the challenge. Labour migration remains a key feature of the labour markets in these countries, yet cannot by itself solve the labour market challenges there.
The study makes a number of recommendations including: upgrading the statistics available and conducting further in-depth analysis; upgrading education and training systems; mainstreaming the policy goal of job creation and higher productivity; promoting active labour market policies; creating incentives to hire new graduates and women; creating incentives to transform informal into formal employment; and establishing social protection systems guaranteeing universal coverage, with the emphasis on worker rather than job protection. It also recommends that the [European Union] EU upgrade its existing framework for AMC migration not only as a unilateral strategy, but as a cooperative framework for true co-development.
