Low completion rates for apprentices and trainees have received considerable attention recently and it has been argued that NCVER seriously understates completion rates. In this paper, the author uses NCVER data on recommencements to estimate individual-based completion rates. It is estimated that around one-quarter of trade apprentices swap employers during their apprenticeship. Taking this into account, the author estimates completion rates for individuals, ranging from 39.2 per cent for the food trades to 64.2 per cent for electrotechnology and telecommunications trades workers. It is noted that employer churn is an issue, with the worst occupations being hairdressing and the food trades.

The purpose of this paper is to speculate on the impact of [Coronavirus Disease 2019] COVID-19 on the number of apprentices and trainees and the consequent supply of skills. In 2020 governments moved very quickly to introduce programs to underpin the system, at a time in which the labour market was in turmoil. Subsequent increases in the level of commencements support the notion that the policies were broadly successful in increasing commencements. However, the story is more complicated, and it is necessary to delve into occupational level data. In many occupations a serious decline in the first year was more than offset by increases in the next. In particular, commencement numbers were unseasonably high in the December quarter 2020, and seasonably high in the March quarter 2021. Commencements are a leading indicator of what is happening in apprenticeships and traineeships, but it is completions that indicate the level of skills formation and we investigate what is likely to occur over the next few years in this regard.

This report uses Longitudinal Surveys of Australian Youth (LSAY) data to look at the impact of schools on a student's tertiary entrance rank (TER) and the probability of them going to university (controlling for TER). It shows that the characteristics of schools do matter: although young people's individual characteristics are the main drivers of success, school attributes are also responsible for almost 20 per cent of the variation in TER scores. The three most important school attributes for TER include sector (Catholic and independent/government); gender mix (single sex/co-educational) and the extent to which a school is 'academic'. The socioeconomic status of schools didn't emerge as a significant influence on TER. For the probability of going to university, after controlling for TER, the most significant school characteristics include the proportion on non-English speaking background students; the sector; and the socioeconomic make-up of the student body.

Improved educational outcomes are seen as a key lever for addressing the disadvantage faced by Indigenous Australians. Poor educational outcomes have been observed at all levels of education, from early childhood through to tertiary education. While the increase in school retention rates of Indigenous Australians in recent years is encouraging the more critical issues are whether there have been improvements in educational performance at earlier years for Indigenous students and the extent to which educational performance at say, Year 10, is flowing through to education outcomes such as Year 12 completion.
The data used in this project come from the Longitudinal Survey of Australian Youth (LSAY), including both the 2006 and 2009 student cohorts. The first wave of each LSAY is the [Programme for International Student Assessment] PISA survey. One of the advantages of PISA scores is that they allow overtime direct comparisons and between-cohort comparisons. The subsequent waves of LSAY allow [the authors] to follow the students throughout their compulsory education and beyond. The latest wave of LSAY was released in 2013 for the 2012 wave of both cohorts. The 2009 cohort has (mostly) left school in the last LSAY observation window. This makes it the first year when a full comparison between the 2006 and 2009 cohorts can happen. The data allow [the authors] to conduct a full set of comparisons between Indigenous students and non-Indigenous students in the two cohorts up to their choice of tertiary education.

This data analysis looks at changes in women's working patterns in the UK over the last four decades. Employment rates for working-age women have increased dramatically, with more than three quarters of women aged 25-54 in paid work, reaching a record high of 78 per cent in 2017. In contrast, fewer than 60 per cent were in paid work in the mid-1970s. The decline of the traditional single-earner couple driven most by mothers of young children and partners of high-earning men is a huge social and economic change. The vast majority of couples with children now have two adults in paid work. With the earnings of women increasingly important for these families, understanding the reasons behind persistent differences in the wages of men and women is all the more important. Other key findings include: women are now much less likely to drop out of the labour market around the time they have their first child; and the increase in women's employment has varied significantly across the country: London has gone from having the highest female employment rate to the joint-lowest.

The vocational education and training (VET) sector is poorly understood, particularly in relation to the important role it plays in the education of young people. While apprenticeships are seen as a desirable pathway between school and work, and technical and further education (TAFE) is acknowledged as an alternative to university, the actual magnitude of its role is not appreciated. The main reason, in the view of the author, is that it does not fit neatly in a linear world; the ‘complete Year 12 and go to university’ is easy to understand, but for many young people pathways involving VET are a lot less straightforward. The purpose of this paper is to remedy this perception by spelling out the extent of participation in VET and the various pathways that this participation covers. The paper also looks at what is studied and the outcomes, in terms of completion rates, employment and further study, and satisfaction. What emerges is that participation is extremely high for young people, and there are many positive outcomes. But completion rates are variable, and relatively few young people emerge with a middle-level, or higher, qualification. Show less

Based on data from the Graduate Destination Survey, we look [at] how the outcomes of graduating overseas students compare with those of Australian students, and how these outcomes have changed over time. The recent experience is that the proportion of overseas graduates in full-time employment is about 30 per cent of the proportion of Australian graduates in full-time employment. Furthermore the employment of overseas graduates is split reasonably evenly between those with jobs in Australia and those with jobs in their home countries. All up we are talking about 15 per cent of overseas graduates obtaining a full-time job four months after graduation. This suggests that the overseas graduates are struggling in the labour market. Associated with this very low proportion of overseas graduates in full-time employment we have seen very large percentages going on to full-time study, at over four times the rate of their Australian counterparts in management and commerce, for example.

The issue addressed in the research study reported here is whether school vocational education and training (VET) programs have been successful. The study focused on two aspects: Year 12 retention (and its vocational equivalent) and post-school pathways. The data set for the analysis is young people who were in Year 9 in 1998, surveyed for the Longitudinal Surveys of Australian Youth (LSAY). These data are ideal for this purpose because of their richness in capturing demographic, attitudinal and student outcomes information. The analysis is extended by linking these data with unpublished NCVER National VET Provider Collection data (2000-2003), enabling a more thorough examination of school and post-school VET activity and offering a comparison between VET in Schools courses and VET courses undertaken post-school. This report first provides some context and looks at the characteristics of those students most likely to participate in school VET programs in Year 11. It then looks at the impact of VET on student retention to Year 12 (or its vocational equivalent). The next section examines whether participation in school VET programs plays a role in successful post-school outcomes, defined as engagement with learning or employment one year out from Year 12, or within the same time frame for those who leave school before Year 12. Then there is an assessment of whether school VET programs establish post-school VET pathways, in particular, whether there is a relationship between the VET courses studied at school and those studied subsequently. Outcomes were looked at in terms of retention to Year 12 and post-school engagement with learning and employment. It was found that VET at school is undoubtedly a clear pathway for some students. In particular, a reasonable number of boys continue in the same field with their post-school vocational studies. However, the fields of education offered at school do not line up particularly well with those offered outside school that are more likely to reflect labour market demands, and girls tend to shy away from the VET subjects they studied at school. In comparing VET offerings inside and outside school, one note of discord is that the school VET subjects are at a lower level, even for the same age groups. Show less
