The National Vocational Qualifications Framework of Sri Lanka was developed in conformity with the socioeconomic milieu and the needs of the labor market with the participation of industry stakeholders. It has enhanced the role of the government in policy and regulation, and the role of the private sector in providing skills training. A unified system with seven levels covering 96 occupations at the craft level, 14 fields at the middle technician level, and four courses of study at the degree level, it has reduced the complexity and ambiguity of training and selecting competent workers. This publication describes the progress and challenges in developing, implementing, and monitoring this ambitious scheme, with lessons for developing skills qualification frameworks in other countries.

Education comprises three major components of primary, secondary and tertiary levels. Technical education and vocational training is another segment of education. Many developed countries recognize both of these educational sectors as very important in setting up student career goals. Hence this research focuses on studying linkages between these two sectors. The research was conducted using survey research method. Primary data were collected from six districts and 10 vocational training courses. The sample was comprised of two groups: those who have undergone vocational training courses and those who have not.

Female participation in the labour market is considerably low in Sri Lanka. Considering past years, the unemployment rate for females is almost double that of male unemployment. Women have [also] faced obstacles in accessing skills development for some occupational areas [particularly] technical related vocational training programmes. Therefore, the main objective of the research is to find the factors that have an effect on females [undertaking] vocational training in technical occupations. Other objectives are to find out difficulties encountered by females to follow technical training during the courses and to [discover] prospects and constraints for female employment in technical trade in Sri Lanka.

The Asia-Pacific countries are in various stages of socio-economic development. Geo-political factors affect the pace of development of the countries in the area also referred to as the Colombo Plan region. The importance of technical and vocational education and training (TVET) in the efforts to improve the quality of life of its people is a common theme in this book. The book contains 20 articles by TVET experts and practitioners as well as policy makers. They provide a comprehensive account of the respective TVET problems and issues in the countries included. Both macro and micro views of TVET are covered, underscoring its current status, emerging trends, best practices and challenges faced by individual systems. The experiences shared can be models of ‘systems that worked’, learning from them and ‘avoiding the pitfalls’. They further demonstrate that ‘no one solution fits all’ when addressing the range of challenges and concerns, the resources required and the preferred mindset when implementing TVET reforms.

The popularity of national qualifications frameworks (NQFs) has grown dramatically in the last five years. Over 100 countries are now implementing, developing, or considering NQFs, or involved in regional qualifications frameworks. Qualifications frameworks have been widely endorsed by influential international organisations and bilateral agencies, often supported by aid money and even loans. But what evidence is there about the impacts, strengths, and weaknesses of NQFs, particularly for developing countries? Have they solved the 'mismatch' between education and training systems and labour markets? This paper presents some highlights from the International Labour Organisation's comparison of qualifications frameworks in 16 countries.

The debates on women and teaching have been wide ranging and, in some cases, contentious. They have included reviews of why the profession can become gender imbalanced in favour of women, the impacts of this on learning processes and student education, and the implications on women’s overall empowerment within society and the economy. Most of the research to date has concentrated on developed countries, such as the UK, Australia and Canada, where women have been a significant majority in the teaching workforce for decades. This study looks at how the teacher feminisation debate applies in developing countries. Drawing on the experiences of Dominica, Lesotho, Samoa, Sri Lanka and India, it provides a strong analytical understanding of the role of female teachers in the expansion of education systems, and the surrounding gender equality issues. Four of the countries (Dominica, Lesotho, Samoa and Sri Lanka) have a majority of women teachers in their teaching workforce. In the case of India, the study focuses on the contrasting state level experiences of Kerala and Rajasthan; Kerala is known for the high percentage of female teachers in its workforce, whereas, in Rajasthan, female teachers are few and far between. The study analyses issues through a broader lens on gender equity as it pertains not just to education, but also to employment and women’s rights and empowerment more generally.

Many early school leavers have acquired a range of skills and competences outside of formal education which are transferable and potentially valuable on the labour market. At the same time, addressing the qualification deficits of young people is particularly important as early school leaving is a fundamental contributing factor to social exclusion later in life. The aim of this paper is therefore to summarise the types of approaches and methods used across the world to assess and recognise learning early school leavers have acquired in non-formal and informal settings. The paper also discusses the rationale for providing opportunities for early school leavers to have their prior learning recognised and elaborates on the potential benefits for them. The paper ends with an analysis of the availability of such mechanisms for young early school leavers, highlights issues that need to be taken into consideration when engaging this target group in mainstream practices and elaborates on the future prospects.

This paper provides some of the key findings of a comparative study commissioned by the International Labour Organization, which attempted to understand more about the impact and implementation of [National Qualifications Frameworks] NQFs. Sixteen case studies were produced, on qualifications frameworks in Australia; Bangladesh; Botswana; Chile; England, Northern Ireland and Wales; Lithuania; Malaysia; Mauritius; Mexico; New Zealand; Russia; Scotland; Sri Lanka; South Africa; Tunisia; and Turkey. This is the first international study in which detailed case studies have been produced to attempt to understand how NQFs are being implemented around the world, and what their impact has been. In asking these questions and examining them through actual country experience, this study made an important contribution to an under-researched but increasingly important policy area. This volume presents some of the findings and insights from the study. Countries had different understandings of what a qualifications framework is. Clearly, frameworks are more than the collections of qualifications on paper, and include systems, institutions and relationships between institutions. In the full research report an attempt is made to analyse three main types of frameworks which seem to emerge. This, though, is very much a work-in-progress, as qualifications frameworks are still under development in most of the countries. This paper focuses instead on what was achieved in the various countries, as well as some of the tensions and difficulties with implementation that were discovered.
