The Department for Education and Employment (DfEE) commissioned the Centre for Research in Social Policy (CRSP) at the Loughborough University to examine the concept of ‘employment sustainability’ in order to facilitate the design, assessment and evaluation of labour market policies. The research comprised three main elements: a literature review; qualitative interviews with key agents and policy actors; and an examination of existing data sets. This report seeks to help the development of policies designed to achieve the Government’s goal of employment sustainability. The sections of the report are: Defining employment sustainability; Measuring employment sustainability; Factors associated with employment sustainability; Issue in the design of policy; Policies to promote employment sustainability; Policy opportunities and limitations.

The National Adult Learning Survey (NALS) involved 5 653 interviews undertaken with a representative sample of adults aged 16-69 in England and Wales in 1997. It collected information from respondents about taught learning and self-directed learning over the previous three years or since leaving continuous full-time education, whichever was the most recent. This report details the findings of the survey, including a profile of the respondents, analysis of key characteristics used in predicting participation in learning, information about the taught and non-taught learning, and a comparison of the attitudes of the learners and non-learners. A technical report on the methodology and development of the survey instruments, and the questionnaires used in the survey, are given in the appendices.

This report presents the findings from a study commissioned by the European Social Fund (ESF) to develop a model for measuring 'distance travelled' under ESF supported projects and to identify tools for measuring individual employability gains with a view to developing proposals for monitoring 'soft' indicators at the national level. A review of existing literature which incorporated a survey of ESF-funded projects provided the basis of the information which was then used to design and develop a model to measure 'distance travelled'. Definitions of the terms 'soft outcomes', 'soft indicators' and 'distance travelled' are given and a guide to assist projects and organisations understand and implement systems for recording soft outcomes and distance travelled is provided as an appendix. A series of pre-vocational pilots (PVPs) were introduced in the United Kingdom (UK) by the Department for Education and Employment (DfEE) in April 1996. The pilots tested a number of models of pre-vocational training in order to identify whether there are training methods which can help prepare unemployed people, who have learning needs not being effectively met through mainstream training, to take up vocational training or to gain employment. This document is a summary of a report on the findings from a case study evaluation of nine PVPs. A key aim of the report is to identify examples of good practice and factors which are associated with success in order to facilitate the delivery of effective pre-vocational training. The case studies: (a) assessed the appropriateness of the provision of training to participants; (b) described the operation of the pilots in practice; (c) provided early feedback on the outcomes and achievements of participants; and (d) assessed the relative effectiveness of different approaches and models. Factors contributing to the success of the pilots are: the demand for this type of supported program; the provision of ongoing assessment, vocational training and work experience, advice and guidance, and personal support; flexibility within the model to respond to individual client needs; and the support of effective partnerships and networking between all organisations involved. This paper is one of a series that has been commissioned to review and evaluate existing literature in a number of skills-related areas.

This paper examines the provision of post-compulsory education and training (PCET) particularly as it relates to vocational qualifications for young people. The author maintains that working through the many options and routes is a daunting task and that the provision is 'fragmented and incoherent, with a number of competing pathways of varying status and value' (Evans et al, 1997). She identifies five key questions which need to be addressed by policy-makers. Do vocational qualifications act as a barrier to young people's participation in vocational education and training? How credible are vocational qualifications and vocational courses in the eyes of young people and employers? How might vocational qualifications and vocational courses be improved and strengthened? How are vocational qualifications and vocational courses viewed by education and training providers? How do vocational qualifications and vocational courses relate to their academic counterparts and how might that relationship be improved? Unwin looks at all the options that 16 year-olds face at the end of compulsory schooling and highlights a plethora of apprenticeships, traineeships and other initiatives. Destination patterns are analysed and the strengths and weaknesses of National Vocational Qualifications (NVQs) and General National Vocational Qualifications (GNVQs) are examined. She presents a range of conclusions to support the young people themselves, the providers of training and the employers, and makes ten policy recommendations to simplify and coordinate the PCET process.

This paper is one of a series that has been commissioned to review and evaluate existing literature in a number of skills-related areas.

The purpose of this paper is to provide a critical appraisal of the skills issues relating to the creative industries, including how different parts of the sector have attempted to identify and meet their skills needs, the roles of different parts of the education and training sector in supplying the skills needed, and any evidence relating to the perceived failure in the United Kingdom (UK) to translate good design into good business. In his introduction, Parker identifies important issues to be addressed in the creative industries sector, including the difficulties in defining both the sector and the skills, the problems in estimating the size of the sector using standard data sources, the skills needs of specific creative industries with different work practices, and problems associated with the evaluation and measurement of particular jobs within the sector. It is pointed out that definition of the creative industries by the the Department of Culture, Media and Sport (DCMS) is 'those activities which have their origin in individual creativity, skill and talent and have a potential for wealth and job creation through the generation and exploitation of intellectual property'. Some difficulties lie in the fact that many creative activities are subsumed within other industries and many non-creative occupations are employed within cultural or creative industries. Key characteristics are identified and an analysis is made on changing skills needs of the following sectors: multimedia; publishing; broadcasting, film and video; music; performing arts; and design. Cross-regional perspectives are addressed, the difficulties in predicting and identifying skill shortages and needs noted and consequent implications for policy identified. In his conclusion, Parker makes it clear that treating creative industries as an entity is important in matching skill needs and addressing difficulties across the sector and notes that the Labour Market and Skills Information (LMSI) focus of the Skills Task Force supports that contention.

This report sets out the findings of a study on the form and nature of the work-based training provided for young people in employment. The main aim was to contribute to the understanding of the sorts of activities that constitute work-based training for young people in employment. The study was undertaken in two parts. The first was a literature review and the second was a fieldwork stage, revolving around a series of employer-based case studies. The report is divided into three sections. One chapter looks at where the young people are employed and establishes the link between recruitment and training, which underpins the employers' recruitment strategies. The next chapter examines the approaches to training young people that were adopted by the case study employers, the form and nature of the training they provided and their practices for recording and accrediting training. The skills that young people develop as a result of their learning experiences and the reason why employers provide the training that they do are also covered. The key findings are summarised with the conclusion that the training that is provided for young people tends to reflect the employer's overall resourcing strategy. Show less

Skills Dialogues constitute a series of consultations with all major industrial and business sectors in the UK, generating high quality authoritative skills assessments for each of these broad sectors. Their purpose is to improve the quality of information available on skills at sector level and to provide an effective means for national training organisations (NTOs) and employers to contribute to the planning and implementation of education and training provision in their sector. This report is the result of the Transport Sector Skills Dialogue and provides an assessment of trends in employment and skill needs and associated issues in the transport sector. The transport sector is defined as covering aviation, passenger land transport, Merchant Navy, motor vehicle sales and repair, rail, road haulage, and distribution and ports. The introductory chapter explains how the transport sector is defined for the purposes of the Skills Dialogue, its importance to the UK economy, and key influences on the sector. Chapter two explores issues associated with labour market demand in terms of the numbers of employees required and skill requirements. Chapter three investigates issues linked to the supply of labour to the transport sector, including trends in the working population in general from where the sector will be recruiting. Chapter four draws together issues from previous chapters to identify areas of difficulty in the supply of skills to the sector. The report also includes an industry summary for each part of the transport sector highlighting industry facts, trends and issues. The four key messages to emerge from the report are: (1) the transport industry is huge and will require a large labour pool; (2) much of the industry skill needs will stay at the same level despite changes so vocational training needs equal treatment with higher education to continue to provide the labour required; (3) the entry criteria for Modern Apprenticeships needs changing to eliminate discrimination in those parts of the sector where initial recruitment is at age 25 or older; and (4) the needs of the transport industry are reasonably uniform across the UK so the government needs to take a national approach when addressing industry issues. The National Skills Task Force was established in the United Kingdom (UK) in 1998 to develop a National Skills Agenda to ensure that the workforce had the necessary skills to maintain high levels of employment, to compete in the global marketplace, and to provide learning and employment opportunities for all individuals. This document from the Secretary of State for Education and Employment, sets out the Department for Education and Employment's (DfEE's) plans to act on the recommendations of the National Skills Task Force to realise the skill development required for economic success. The plan aims to strengthen the link between learning and employment, create excellence in vocational learning, provide second chance learning opportunities for adults, ensure equal opportunities for both men and women in job searching and skill development, and engage employers in the skills agenda.

This paper examines how economists forecast skill needs, how the economy responds to a lack of skills and the economic consequences of not anticipating skills needs. Following an introduction and summary, the authors first of all examine skills shortages and why we need to anticipate skill needs. They identify the results of skill shortages such as lower quality, lower productivity and higher wages and note the impact of the measures taken by firms to adjust to these shortages. They then discuss the difficulties implicit in leaving it to market mechanisms to address the problems. Finally, they analyse how economists attempt to forecast skills. They discuss occupational forecasting and whether it can be a useful indicator for predicting skill change, question the links between occupations and skills and present some case study examples of skill changes, particularly multi-skilling, in large organisations.
