Training packages are being reviewed by the Australian National Training Authority (ANTA) to see how they, and the structures supporting them, can be improved to strengthen teaching and learning and better meet current and future skill needs within the vocational education and training (VET) sector. This article is an edited extract from the NSW TAFE Commission Board response to the review. The Masters Painters Group Training Company is changing the training of painters and decorators with the potential to increase employment opportunities. The company employs 140 apprentices and trainees and recruits around one-third of all workers entering the painting trade in NSW and has recently established a new traineeship. There has been concern that apprentices did not have sufficient knowledge and skills required by the industry. The Master Painters Group Training company's intention is to get more training done on the job in a more organised and systematic way. More practical training is offered by the host trainer or 'master' in collaboration with TAFE.
The scheme was piloted last year at TAFE NSW - Sydney Institute with the intention to extend regional availability and a summary of this scheme is included. Benefits such as satisfaction levels, reduction of drop-out rates and cost were shown under the new model which included block release and mentoring. Show less

After its first year of operations, TAFE GLOBAL, the international arm of TAFE NSW, has made some definite inroads in overseas markets. More than 4,200 students are now undertaking TAFE NSW courses internationally. TAFE GLOBAL's offshore programs make use of a range of delivery methods, including distance delivery, twinning and face-to-face delivery by a mix of Australian and local teachers. TAFE GLOBAL has won a number of significant aid projects in countries such as Fiji, the Philippines and South Africa. It was able to successfully negotiate a contract to supply consulting services to assist with the planning of the 2004 Athens Olympic and Paralympic Games. Show less

Employees in these industries need to be highly skilled to support a rise in exports and productivity but student enrolments are down. The division is about to commission research to look at the reasons behind this decrease. These reasons could include the complete change in the culture within the industry with greater use of automation. The division has introduced greater flexibility and innovation such as dealing with demands as they arise, mentoring, teamwork, multi-skilling, partnerships and flexible delivery as a way of meeting future challenges, reinvent itself and survive. This article discusses the research which highlights the benefits of approaching work-based learning from an educational perspective. This does not mean transferring traditional assumptions about teaching and learning to a workplace environment. Work-based learning needs to be approached as a valuable educational learning in its own right and ways to support learning at work need to be further developed. A research report entitled 'All in a day's work: moving work-based learning forward' was recently published by the Community Services Health Tourism and Hospitality Division of TAFE NSW.
