The skillecosystem project, a national project led by the New South Wales (NSW) Department of Education and Training (DET), is testing a new framework for skills policy. Funded by the Australian National Training Authority (ANTA), TAFE Institutes in New South Wales, Victoria and South Australia are involved in demonstration projects that develop the role of vocational education and training (VET) providers within skillecosystems. Examples of demonstration projects from the wine, water management and racing industries are used to describe how the skillecosystem works in practice and progress to date is promising. Show less

Vocational education and training (VET) will need to build a systemic response to sustainability that incorporates processes to deal with change and risk. A broadened generic skills base for learners will need to supercede the dogma of industry-led knowledge and skills. VET curricula will need to be more process than content-based, values rather than knowledge-driven, and participatory and self-exploratory. VET will need to skill industry towards sustainability by encouraging systems thinking and focusing on change management processes and organisational culture to build organisational values linked to an ethic of sustainability. The national skills shortage crosses all traditional trades but there is a serious skills shortage which is threatening the booming building industry in Australia and is of concern for the long term. TAFE NSW is addressing the skills shortage with the funding of student places and tailored commercial programs. Old fashioned views about some of the trades held by some students and their families as well as lack of current information and length of training and apprenticeships are seen as some of the reasons why building industry student numbers are in decline. Part of the solution is greater flexibility of training delivery and ensuring that TAFE teachers and trainers stay up to date with technology. Show less

In the transport and construction industries, which are the largest industries in New South Wales, around 95 per cent of apprentices are enrolled in TAFE NSW courses. The majority of those work in small business. The construction and automotive industries are subject to constant change so it is important that the curriculum stays up to date and that the TAFE NSW Construction and Transport Division works closely with all stakeholders to be aware of trends and new developments.

This is the second of a series of articles about the TAFE NSW Online Project. The project is a response to the demand for flexibility in service delivery that is a feature of the changing patterns of work, study and life in the information age. Further developments of the project illustrate how TAFE NSW is taking advantage of online technologies that will enable it to meet the learning needs of its students and clients.
TAFE NSW commissioned independent market research to develop a profile of the 'ideal' VET provider and online learning as part of this profile. The findings suggest that online delivery is not seen as the most important element of course delivery by most groups. The strategies adopted from this research are focusing more on online integration and enhancement of existing activities than on new or separate activities. Enrolments via the Internet (EVI) are now available for 25 courses with numerous benefits for students and staff.

When members of AUSTAFE, the Australian professional association for managers in vocational education and training (VET), visited the United Kingdom, they were interested in the development of National Centres of Vocational Excellence (CoVEs) and to learn about best practice and understand similarities and differences. CoVEs are tasked to provide for the development of the skills and careers of those already in work as well as to enhance the employability of those entering the labour market. The aim is to secure enhanced vocational learning opportunities in post-16 learning with an emphasis on post-19 provision, to upskill the workforce and develop work-based learning and to increase proactive employer/college engagement for the development of innovation.
