The unprecedented extent of privatisation of provision in the school system on a for-profit basis is clearly one of the most significant transformations accomplished by the Blair government. However, another aspect of private sector involvement has proved much more problematic: the direct involvement of employers in the formation of the future workforce, in two forms: employer-led vocationally-oriented diplomas and state schools - Academies - run by business interests. Both strategies remain key policies of the Brown government and have been endorsed by the Conservative opposition. However, whether these two strategies can provide the basis of a stable policy settlement depends upon the extent to which they prove capable of delivering the ‘human capital’ the economy is claimed to require. This paper assesses the evidence.

An examination of gender, social class and ethnicity performance and participation patterns in different UK countries shows that inequities occur in relation to gender, class and ethnicity but that the patterns of inequity look quite different in the three domains. Achievement is equal for different genders but many more males take mathematics forward to advanced levels; social class differences persist in both achievement and participation; and ethnicity shows a varied pattern with some groups performing and participating at particularly high levels and some particularly low. This paper identifies some critical issues that we face in making mathematics and science equitable and begins to analyse some of the barriers that stand in the way of students who are female, and from some ethnic and social groups.

This paper challenges the prevailing Westernisation proposition by asserting that several Asian nations, radiating from Japan through East Asia and Southeast Asia, have and are developing a distinctive approach to human resource development and utilisation that contrasts in important respects with the Western model. The core components of the Asian approach are identified: (1) the state coordinates education and research with a firm emphasis both on indigenous value transmission and the mastery of foreign technology; (2) high priority is placed on universal primary education while state investment at the secondary and tertiary level is limited primarily to critical areas such as engineering and the sciences; (3) individual students, their families, and the private sector are expected to provide critical backup for the education provided by the state; (4) the Asian state in seeking to coordinate not only the development but also the utilisation of human resources involves itself in manpower planning and job placement and increasingly in the coordination of science and technology. The paper outlines the sources and nature of the Asian approach and reflects on several global implications of the Asian approach. Among these, it is suggested that perceptions of the Asian model as a challenge or threat to the Western model may account for highly normatively laden critiques by certain Western observers.

This article deals with the assumptions and implications of the Malaysian policy for ‘learning from Japan’. The article explores the ways in which this policy has effectively been operated in drawing a new geography of ‘Asia’, dislodging colonial legacies in the region and countering the consolidation of other regional blocs. Cross-national educational interaction has increasingly been a key issue in international relations. After the end of the Cold War, the traffic of people, commodities and information is blocked less and less by the barriers of state political ideologies, and has begun to hinge on new notions of boundaries. Free trade blocs are formed by agreements among ‘neighbours’, sharing economic advantage and the quality of basic values, such as ‘democracy’ and ‘human rights’. Such communal values play a powerful role in the redefinition of ‘us’ and the legitimisation of regional societies. The vigour of cross-national educational transfer in the past two decades, as will be argued, has effectively been used for the formation of new identities of individual nations and for the promotion of new aspirations for the regional alliances.

The contribution of the discipline of geography to the field of education is complex since they have both been dependent upon the contributions of other social science disciplines, particularly those in the mainstream of social sciences (economics, sociology and political science). Indeed, the number of researchers who would consider themselves as working within the sub-discipline of the geography of education is small, but apparently growing. While the paper suggests that to date there has been relatively little debate at the intersection of these two fields of enquiry it goes on to propose that the potential contribution this would have for both fields remains significant. The pivotal contribution of geography to all the social sciences, that of space (and place), has been central to UK education research since the early origins of a national education system and the roles education and curricular developments have played in nation building. The role of space has also featured heavily in analyses of territorial justice and governance at the level of local authorities and further down in scale to spatial analyses of the classroom. But in order to fully appreciate its contribution the paper utilises the related concept of scale to systematically explore the relationship between space and education, in terms of its analytical, theoretical and methodological uses. The paper also considers the recent ‘spatial turn’ in education (and the social sciences more generally) and the equivalent focus on education matters within the field of human geography. In developing this approach it becomes apparent where interdisciplinary research across and between the disciplines of geography and education remains limited and what further contributions from geography would be beneficial to the field of education.

Background: Incentives have been proposed as a method to improve attendance in adult literacy classes. In the UK, several areas have piloted the use of incentives to promote attendance at adult literacy classes. To date no rigorous evaluation of this policy has been undertaken. This paper describes (as far as we are aware) the only UK-based randomised controlled trial to evaluate the use of financial incentives in order to promote attendance in classes for adult learners.

Methods: We used a cluster-randomised design. Twenty-nine adult literacy classes were randomised in two groups using minimisation. Intervention group learners received 5 (US$10) for each class attended. The main outcome was class attendance; the secondary outcome was literacy scores.

Results: After allocation, one class was found to be ineligible for the study. In the 28 remaining classes there was a statistically significant reduction of about 1.5 sessions (95% confidence interval (CI) 0.28, 2.79; p = 0.019) attended by the intervention group compared with control, after adjusting for cluster size and baseline scores. The difference in reading scores between the intervention and control group, conditioned on baseline scores, was -2.38 (with controls scoring higher than the intervention group), but this difference was not statistically significant (95% CI -7.40 to 2.57, p = 0.33).

Conclusion: Payments to attend adult literacy classes had an adverse effect on attendance. This trial needs urgent replication, ideally with a larger incentive, before this approach is widely used by policy makers.

This paper reports on findings from a three-year ethnographic study of 24 young people in northern England who were classified as not in education, employment or training (NEET), or at risk of becoming so. Drawing on conceptions of opportunity structure and educational marginality, the paper discusses the processes leading to young people becoming NEET after leaving school. It presents findings concerning the family backgrounds, school experiences, and educational attainment of participants, and traces their initial post-16 destinations and their pathways to NEET status. Although most participants did not become NEET immediately after leaving school, restricted labour market opportunities and a lack of high-quality education and training for middle- and low-attaining young people exacerbated social and educational disadvantage. Over time, participants became increasingly restricted to marginal forms of learning. The paper argues that a focus on opportunity structures provides a powerful way of understanding these processes, and that alongside sustained NEET status, educational marginality should be of equal concern to policy makers.

The Skills for Life (SfL) initiative followed the Moser Report (1999) and incarnated a Third Way agenda that sought to address England's perceived adult skills deficit. SfL marked a large investment in adult education but also a distinct shift to a more focused, instrumentalist role for further education (FE) in England. A new structure of teacher standards and qualifications underpinned this development with its own, newly devised and matriculated knowledge base. Teachers emerged from these new programs with subject specialisms in literacy, numeracy and English for Speakers of Other Languages (ESOL). The landscape that these 'new professionals' have entered is one that suggests the autonomy of colleges within a competitive market, but this disguises a funding methodology that facilitates ongoing centralised policy intervention. In the last two years policy makers have used this funding methodology to shift monies decisively towards 14-19 provision and away from adult education. This article draws on qualitative data from a study into the experiences of pre and in-service SfL teachers in the final stages of qualification. The data explore the impact of these latest movements in the FE market on these student teachers who are qualifying in some of the newest subjects in FE.

In the last 20 years, the teaching of reading in Britain has moved away from an interest in how children take delight in, and make meaning of, their literature to a preoccupation with a mechanistic approach to literacy which breaks down texts into bite-sized chunks and fragments reading into a series of isolated skills. Although an expensive, comprehensive system for literacy has been put in place with its plethora of related materials for teachers and pupils, it has not been particularly successful in raising literacy standards, and it has turned some children away from reading. Using The Arabian Nights as a case study (the book most often mentioned as favourite childhood reading of dozens of famous writers from the eighteenth century to the present day, worldwide), I have examined its influence on certain famous writers living in the nineteenth century with particular reference to how it may have shaped their approach to writing fiction. Using a cross-disciplinary approach, I have tried to combine the skills and insights of the literary critic and the literary historian: the former showing how literary texts work and how writers construct them to provoke a range of responses in their readers; the latter exploring the biographical and social context of the emergent writer, identifying and evaluating the factors that contributed to developing their particular creative identity. A further strand is that of the educator seeking to glean insights from tantalisingly fragmentary historical data which may cast light on some contemporary concerns about children’s learning, including debates about the teaching of reading. By bringing these different approaches together, my specific intention is to further the understanding of one aspect of learning in the modern world - that of children’s reading. The message that my tentative findings suggest is that whatever policy initiatives are taken in literacy, encouraging children to take pleasure in reading whole books of their own choosing should be a priority.

This study explores the knowledge-seeking processes among professionals, highlighting three core questions: What induces professionals to engage in continuous learning? What makes them strive for something beyond the immediate obvious goal or situation? How can we theorise practice in a way that allows for engagement and engrossment - the emotional basis of expert work? We attempt to answer these questions by way of a two-step procedure. First, we elaborate the work of Karin Knorr Cetina on the dynamics of desire in expert work supplemented by insights from the work of Gilles Deleuze. Then we use the ideas and visions of these two theoreticians as a sensitising device to analyse the results from an ongoing research project: 'Professional learning in a changing society' (ProLearn). The project studies the knowledge-seeking practices of four targeted professions: nurses, accountants, teachers and computer engineers. Although the findings identify practices reminiscent of those of other expert groups, they also suggest areas in which our groups are particularly vulnerable. Specifically, these areas relate to processes of accessing knowledge and developing the sense of mastery which Knorr Cetina and Deleuze point out as essential to the development of a more life-affirmative motive.
