Under the Youth Guarantee (YG), the Member States of the European Union have committed to ensuring that, within four months of leaving school or becoming unemployed, young people under 25 can either find a good quality job suited to their education, skills and experience, or acquire the education, skills and experience required to find a job in the future through an apprenticeship, traineeship or continued education. In 2012 the European Parliament asked the Commission to set up a Preparatory Action to support Member States in building YG partnerships and trialling associated services among young people aged 15-24. Eighteen pilot projects were launched between August and December 2013, with each delivered over a 12-month period. This report offers a detailed review of the Preparatory Action and, in particular, individual pilot projects funded by it. It explores the relevance, effectiveness, efficiency and added value of the pilot projects and presents conclusions related to the organisation and potential of the pilots.
