Focus on Africa: workforce development and education in the Sudan

This chapter contributes to an examination of workforce education and development (WFED) systems in various countries around the world, based on a common conceptual framework (indexed at TD/TNC 82.65). The framework combines the input (political and environmental factors, human and social capital, and economic status) with the process (the public and private education and training system) to produce the output in terms of the labour force. The chapter provides an analysis of the current national vocational and technical training system in relation to workforce development in the Sudan. Government policies, technical and vocational training programs, legislation, instructor training, and constraints on the WFED system are covered. It is concluded that the outputs of vocational-technical education are still incompatible with identified labour market needs. The author makes several recommendations for underpinning the development of vocational-technical education in the country: the development of a clear, national policy; the creation of a central administrative structure and delineation of institutional roles in relation to meeting the needs of the labour market; training opportunities for vocational and technical educators; revision of curriculum in both general education and vocational-technical education; allocation of sufficient government funding; media involvement in publicising the importance of vocational-technical education; establishment of new community colleges; and incentives for private education institutions to offer vocational-technical education programs.
