Integrated skills training for self-employment: the case of Ghana

This paper describes a case study based on a Ghana National Association of Garages' (GNAG) integrated program, based in three institutions and funded by the World Bank. It has three phases: apprenticeship, technical skills upgrading and management training for master mechanics. The program is a Government of Ghana project under the auspices of the Ministry of Transport and Communication, implemented by selected Vocational Technical Institutions (VTIs). The paper provides a detailed examination of both the program and the changing vocational and technical education system in Ghana.
