This is the third annual report for Skills Australia covering our second full year of operation. The report was tabled in Parliament on 28 October 2010. As defined in the Skills Australia Act 2008, Skills Australia's primary function is to provide expert and independent advice to the Minister in relation to Australia's workforce skills needs and workforce development needs. Skills Australia also provides advice on the skilled occupation list for independent migration and reviews and updates this advice on an annual basis. The report begins with the Chair's review, and details of Skills Australia's mission and function, Board, and Secretariat. It then reports on major activities within the six strategic priorities: (1) to analyse and provide advice on current and emerging skill needs in the Australian economy; (2) to assess evidence from commissioned research and stakeholders to inform Australia's workforce development needs; (3) to widely distribute information from research and consultations; (4) to provide and drive ongoing reforms to the education and training sector, including priorities for the investment of funds; and (5) to establish and maintain relationships with relevant state bodies and authorities to inform Skills Australia's advice and facilitate alignment of responses. The Australian Workforce and Productivity Agency (AWPA) was established in 2012 as an independent statutory body to provide advice to the Australian Government on Australia’s current, emerging and future skills and workforce development needs. This annual report outlines AWPA’s strategic priorities for 2013-14 and highlights its achievements under each of these priorities. The strategic priorities are to: (1) provide advice to the Australian Government on workforce participation issues and the current, emerging and future skills needs of a changing Australian economy and industry; (2) provide advice on workforce development, including priorities for and performance of the National Workforce Development Fund (NWDF) and strategies to drive workforce development across industry; (3) provide advice on the contribution of human capital to productivity; (4) provide advice on the effectiveness of the tertiary education sector in meeting Australia’s current, emerging and future skills needs and on the impact of recent sector reforms; (5) ensure that our stakeholders are engaged and consulted when forming advice and that the outcomes of agency research are widely distributed. The Australian Skills Quality Authority (ASQA) is the national regulator for Australia's vocational education and training (VET) sector. Its regulatory activities cover a range of providers and course owners including: providers that deliver VET qualifications and courses to students in Australia or offer Australian qualifications internationally; providers that deliver VET courses to overseas students - approved on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) to teach overseas students on student visas in Australia; and certain providers that deliver English Language Intensive Courses for Overseas Students (ELICOS) - approved on the CRICOS. The report on performance focuses on the key advances made by ASQA during the year, specifically: completion of an increased number of applications as well as a reduction in average application processing times; completion of the first three reviews in the ongoing Strategic Review program; development and initial implementation of a new program of vocational education and training (VET) Regulatory Reform, designed to reduce the burden of regulation on quality providers and course owners; and implementation of an improved process for handling complaints about training providers.
