Apprenticeships are well suited to provide young people with an entry point into the labor market and to supply manufacturing enterprises with skilled workers. This report further investigates apprenticeship systems at a company level, focusing on the extent to which these practices deviate from the national apprenticeship frameworks and how companies are adapting to future skill needs. It builds on the analysis of national apprenticeship systems in the 2018 Eurofound report 'Adaptation of national apprenticeship systems to advanced manufacturing' [available in VOCEDplus at TD/TNC 134.160] and summarises the results of 14 case studies of good practice in the manufacturing sector in five EU Member States (Denmark, France, Germany, Ireland and Italy) and two countries outside Europe (Australia and the United States). Situated in different national and sector-specific environments, all case studies are characterised by the aim to adjust apprenticeship programmes and/or practices in response to challenges emerging from advanced manufacturing technologies and processes. The case studies examine a series of different issues, notably context, drivers for implementing change, impact and crucial factors for success.

Recently, many American firms have adopted Japanese practices, and the trend is likely to continue. An understanding of Japanese training promises to offer valuable policy lessons for improving the competitiveness of the American labour force. This chapter contributes to the systematic discussion of how Japanese-style training and employment relations function and how suitable they are to the American labour force. The author presents an economic theory of training and uses it to assess the initial experiences of Japanese automobile transplants in transferring Japanese employment and training practices to the American labour force. The theory presented aims to clarify the links between schooling and training, and between technical training and training in employment relations. The employer and the employee are assumed to invest in training in order to enhance the value of their relationship.
The principal components of Japanese training that have been instrumental in shaping Japan's highly productive and cooperative labour force are reliance on self-study for technical training, training of junior workers by senior workers, sharing of information and responsibilities, lifelong training by job rotation, and occasional infusion of formal training throughout an employee's tenure. Perhaps most significant for the current study is the finding that workers in Japanese transplants in North America, most of whom are American, produced at a quality level comparable to that in Japanese plants. Transplant workers and workers in Japan receive similar amounts of training, far exceeding what workers in American-owned plants receive, at least during the initial period of employment. The above findings suggest that nationality per se is not what explains the difference in productivity between assembly workers in Japan and those in the United States. Rather, training, employment relations, and production organization, e.g. mass production versus lean production, are likely to be the explanatory factors.
The chapter is organised as follows: section 4.2 presents a theory of training; sections 4.3 and 4.4 use the theory to discuss hiring and training practices in Japan and at some of the Japanese transplants in the United States; and section 4.5 offers concluding remarks. Show less

This research describes the exploration, expansion, and enhancement of fashion merchandising internships from 1998-2010 in a small fashion merchandising program of 100 students in a mid-sized southern state university. This study examines the relationship of the college internship and the graduate's current job. Academic departments continuously review curriculum and consider the inclusion, continuation, enhancement, or deletion of a college internship in their programs. Often questions arise, such as: Should the fashion merchandising program curriculum require an internship for credit? What is the value of the internship? Is an internship experience measurable? Internship records were kept for 13 years at a United States public university. Number, internship placement sites, and current employment of college graduates [were] analyzed. The purposes of this study were to examine the components of fashion merchandising internships and assess the impact of factors such as university regulations and small town internship employers on students' careers after graduation.
This research study revealed that internships at non-local fashion businesses were positively related to successful current fashion employment. Continuation of an internship program is determined by internship placement sites, graduates' current jobs and locations, local and non-local fashion businesses, and faculty recommendations.

Employer engagement is a critical part of vocational education and training (VET). However, we know little about forms of employer engagement in the implementation of VET reforms. Employers can be advisors, or can be given roles and responsibilities throughout the cycle of VET processes: helping design curricula, providing workplace training during VET application, and providing feedback or initiating updates. The latter approach asks much more, but the former creates a prisoner's dilemma where participating firms risk losing their investment to poaching from refraining firms. In the higher-engagement model, employers coordinate with other companies in their sectors and invest, then have the opportunity to earn returns - often during the training period. We follow eight international VET reforms through their first year. We find that cases where employers are highly engaged make more progress, excepting powerful top-down reforms. High employer engagement seems riskier because of the greater investment by firms, but the returns it generates lets high-engagement reforms sidestep the prisoner's dilemma and improve implementation progress.

As the height of graduation season winds down, newly minted graduates are inevitably getting questioned on their next steps: What will you study? What job do you have lined up? How will you use what you learned? A more general question that can be posed to society is how do we set students up for success so that they can complete degree programs that lead to promising career pathways? The business community has a vested interest in providing meaningful experiences for students that better connect their education with the workforce. Although corporate social responsibility has its place, companies with unfilled job openings, turnover and retention issues, and high costs of hiring are motivated by the bottom line to make young people aware of opportunities in their companies or industries. Employers are more likely to sustain engagement with institutions of higher education and expand opportunities to more students once a return on investment (ROI) has been realized.
What does meaningful engagement look like? This publication showcases promising examples of business-higher education partnerships that embed career development throughout a student's college experience and treat both students and employers as customers.

This article discusses the employment engagement efforts of Missouri's twelve community colleges to improve program development, student recruitment, program assistance, student support, and employer hiring. These strategies and innovations were implemented during Round 2, 3 and 4 of Trade Adjustment Assistance Community College and Career Training (TAACCCT) grants. Drawing on third-party evaluation results, the chapter explains that employer engagement is more meaningful and more likely to be sustained when community colleges and employers partner across a range of engagement strategies.

This report identifies key lessons in developing systems for leadership and governance to scale and sustain regional college and career pathways programs. The report profiles four communities in the Great Lakes Region that are part of the Great Lakes College and Career Pathways Partnership: Central Ohio; Chicago, Illinois; Rockford, Illinois; and Madison, Wisconsin. Some of the lessons identified were: (1) Gain commitment for senior-level leaders across K-12 and postsecondary education, employers, workforce and economic development and the community; (2) Ensure strategic representation from across education, workforce development and economic development systems; (3) Leverage data for continuous learning and improvement; (4) Use consistent messaging to communicate and reach a diverse set of stakeholders; and (5) Make strong and intentional commitments to focusing on equity and access.

The 2018 World Congress was organized by TAFE Directors Australia with the support of the Victorian TAFE Association and students and faculty of Melbourne's TAFEs. The three-day World Congress was one of Australia's largest gatherings of education and skills leaders, with almost 140 speakers and 44 concurrent sessions, under the theme of Preparing for the Skills Future, Now. Speakers and presenters explored the changing nature of work with particular focus on the impact of advances in technologies and automation on [professional and technical education and training] PTET. The World Congress focussed on solutions to these challenges and provided an opportunity for international delegates to look at their own PTET systems from the outside and compare their readiness to that of other countries.
