The Vocational Education and Training Accreditation Board (VETAB) was a New South Wales (NSW) government authority established by the NSW Vocational Education and Training Accreditation Act 1990. VETAB was the regulatory authority in NSW up to 30 June 2011, when its powers and authority were transferred to the national regulator, the Australian Skills Quality Authority (ASQA). This annual report gives details about the primary focus of VETAB's activities which this year has been to improve the quality of training organisations operating in New South Wales and the quality of the courses and services they provide. This has been achieved through the continued implementation of national standards for registration and accreditation under the Australian Recognition Framework. In this respect, it was a year of consolidation. At the same time, this year was characterised by continuous improvement and review. Many activities are reported on and the chairman, Bert Evans ends the introduction with: 'Although the year ahead will bring many challenges with the implementation of new national standards for registration and accreditation, I have no doubt that VETAB will establish new benchmarks in ensuring the quality of Australia's vocational education and training system while continuing to respond to industry, individual and community needs'. The NSW Board of Vocational Education and Training (BVET) was established by the NSW Board of Vocational Education and Training Act 1994 to provide the New South Wales (NSW) State Government and the Minister for Education with strategic advice about the NSW vocational education and training (VET) system. The Board, which is appointed by the Minister, oversees policy and planning initiatives and fosters partnerships between key stakeholders in the NSW training system. The Board is a key source of advice to the Minister on state and national VET priorities. The Board's charter is to: (1) research and understand the marketplace and environment in which VET operates; (2) plan appropriate strategic responses; (3) advise on the suitable allocation of resources; (4) liaise with governments, industry and community groups; and (5) inform people about and promote the value of the NSW VET system. Following a review of the Board in late 2012, a decision was made to establish the NSW Skills Board to replace the Board and to oversee the implementation of Smart and Skilled reforms [policy document available in VOCEDplus at 114.1168] to the NSW VET system.

The Board's operations in the 2010-2011 financial year are presented in terms of its broad roles of: (a) advising on strategic policy and resource allocation; (b) responding to training needs; (c) encouraging innovation, partnerships and high-quality training delivery; (d) consulting industry and communities; and (e) promoting the value of VET. This is the final full report of the Western Australian Department of TAFE. On 18 July 1991, the Government announced the amalgamation of the departments of TAFE and Employment and Training to form the Department of Employment, Vocational Education and Training (DEVET).

Included in this report are the overall financial and general information of the department to 30 June 1991, and the extent to which the department's corporate objective is being achieved. The department's mission to meet client needs for skills formation with quality services which contribute to economic and social development' is reflected in the activities being carried out to meet its objectives, including: the establishment of the State Employment and Skills Development Authority, which provides advice on needs assessment; the adoption of the Learning Management System, which coordinates functions affecting student recruitment, retention and graduation; and quality improvement practices.

TAFE's strategies include shifting from the institutionalised training and education outlook to a broader open access concept of education, allowing for flexibility, innovativeness and mobility to suit everyone's needs. This concept has been developed by TAFE External Studies College, and more recently by the newly opened Joondalup Campus of the Northern Metropolitan College. Show less

The Victorian Qualifications Authority (VQA) was the peak accreditation, certification and registration body for post-compulsory education and training (except higher education) in Victoria. It began operating on 1 March 2001 and ceased operating in 2007. The Education and Training Reform Act provided for the establishment of the Victorian Registration and Qualifications Authority (VRQA) with effect from 1 July 2007. The Authority's responsibilities include the major functions of the VQA. The final annual report of the VQA includes an account of its operation for 2006-07 but also provides an overview of the activities and achievements of the VQA over the last six and a half years.

The VQA had both regulatory and reform activities which were designed to contribute to the achievement of the Victorian Government's strategic aims and to its education and training goals and targets as described in its three legislated objectives: (1) to develop and monitor standards for education and training normally undertaken in, or designed to be undertaken in, the years after Year 10; (2) to ensure and support appropriate linkages between qualifications; and (3) to facilitate procedures which make it easier for people to re-enter education and training and acquire qualifications. In its regulatory role the VQA had responsibility for accreditation of courses and undertook a major review of quality assurance on a wide range of matters including registration and audit, the effectiveness of audit arrangements in enhancing standards of teaching and learning, proposals to promote continuous quality improvement, and accreditation procedures. This work contributed substantially to the development of improved standards at state and at national level within the new Australian Quality Training Framework (AQTF). In its reform role the VQA undertook a wide range of activities to support pathways in education and training. The most notable activities were the development of the Victorian Certificate of Applied Learning (VCAL) and the Credit Matrix.

The Investors in People Standard, developed in the early 1990s, is the national quality standard for effective investment in training and development for all people. It aims to improve the effectiveness and performance of UK business by encouraging employers to develop the skills of their employees to achieve business goals. Investors in People UK was formed in 1991 to protect the integrity of the standard. It was a non-departmental public body and received funding from the former UK Department for Business, Innovation and Skills (BIS). The organisation was based in London and managed the development, policy, promotion and quality assurance of the Investors in People framework.

The annual report details the uptake and use of the Standard nationally and the company's achievements throughout the year in the various areas of its role. It includes statements from the Chairman and the Chief Executive, a summarised Directors' report, a list of the Board of Directors, a summary of accounts, an outline of annual objectives, and a list of network partners. The Australian Skills Quality Authority (ASQA) is the national regulator for: providers that deliver vocational education and training (VET) qualifications and courses i.e. registered training organisations (RTOs); providers that deliver VET courses to overseas students; accredited VET courses; and certain providers that deliver English Language Intensive Courses to Overseas Students (ELICOS). This annual report covers the period 1 July 2018 to 30 June 2019 and provides an overview of ASQA (including its role and functions), its performance against a range of performance criteria, and financial statements.

This annual publication reports on the internal operations of the Australian National Training Authority (ANTA) which are structured around the annual ANTA plan and work priorities. It also includes information on ANTA's stakeholders, corporate governance, organisational structure, and major activities. ANTA's current outputs are: (1) Designing a suitable vocational education and training (VET) future; (2) Working with industry; (3) Guarding the quality of the national system; and (4) Acting as a broker for knowledge and monitoring, planning and performance.
